    Under the direction of the Director of Information Technology, The Information Systems Manager oversees the City's enterprise information systems including GIS, business systems, and IT systems analysis functions. This position provides strategic leadership and technical oversight for application management, data governance, system integrations, and process improvement across the organization. The role includes direct supervision of GIS and IT Systems Analysts to support City-wide operations and ensure reliable, secure, and efficient system performance.

    The Information Systems Manager requires extensive knowledge of enterprise information systems (such as ERP, Work Order Management, and Asset Management platforms), ESRI products and enterprise GIS architecture. The position requires the ability to develop and lead a high-performing Information Systems team, operate with minimal supervision, exercise sound judgment, and take initiative to advance organizational goals.

    This role serves as the City's enterprise GIS program leader, providing both hands-on technical expertise and strategic oversight for all Geographic Information System operations. The position is responsible for the design, implementation, and management of GIS projects, systems, databases, and staff to support the City-wide operations and advance the organization's geospatial capabilities.

    While the City maintains an established GIS program and a broad portfolio of systems, the Information Systems Manager will play a key role in their continued advancement - expanding capabilities, deploying new tools and applications, strengthening integrations, and guiding the program's roadmap as organizational needs and technologies evolve.

    Roles and Responsibilities:

    Strategic Leadership and Program Management
    • Develops and maintains the City's Information Systems strategic plan, including long-range goals, project priorities, budgets, and implementation timelines aligned with organizational objectives.
    • Provides leadership, expertise, and support for enterprise systems including GIS, ERP, permitting/land management, public safety systems, asset management, and other line-of-business applications.
    • Leads planning, design, implementation, and support of enterprise application environments including GIS, analytics, platforms, and enterprise data systems.
    • Leads the strategic planning, design, implementation, and oversight of ArcGIS Enterprise, including system architecture, data migration, stakeholder coordination, user training, and performance monitoring.

    Technical Operations and Application Development
    • Oversees development, configuration, and maintenance of enterprise applications including GIS, business systems, and internal tools.
    • Coordinates system upgrades, enhancements, security updates, and integrations in collaboration with IT infrastructure and department stakeholders.
    • Supports automation and scripting efforts (Python, SQL, APIs) to improve operational efficiency and streamline business processes.
    • Manages the reliability, performance, and expansion of GIS systems and applications across all departments.
    • Leads the administration and configuration of ArcGIS Online (AGOL), ArcGIS Enterprise (Portal), ArcGIS Pro, and related ESRI extensions.

    Staff Supervision and Development
    • Supervises, directs, assigns, reviews, trains, and evaluates duties performed by the GIS Analyst(s)/Technician(s) and IT Systems/Business Analyst(s); interviews job applicants.
    • Provides training, mentoring, and knowledge transfer to staff and City personnel on the use of applications, software, and data management best practices.
    • Conducts performance evaluations and manages personnel issues in accordance with established City organizational and departmental guidelines, policies, and directives.
    • Maintains proficiency in industry standards, emerging technologies, and best practices; coordinates professional development across the team.

    Departmental Coordination and Customer Care
    • Works closely with end users and department directors across all City departments to identify system requirements, business processes, technical issues and training needs.
    • Coordinates GIS activities among all City departments and between the City and outside organizations, agencies, service providers, and other stakeholders; multiple agency coordination is required among Public Safety entities..
    • Provides technical explanations and training to staff and stakeholders with varying levels of technical/GIS knowledge, including presentations at City Council, board, and commission meetings as needed.
    • Develops and conducts end-user application training; develops training materials and documentation; responds to and resolves user inquiries and open records requests related to GIS data.

    Qualifications

    Bachelor's Degree in Information Systems, Geographic Information Systems, Geography, Computer Science, Data Analytics, STEM, or a closely-related field is required. An equivalent combination of education and experience sufficient to successfully perform the essential functions of the position may be considered. Five (5) years of progressively responsible experience in information systems, GIS operations, including enterprise geodatabase management, web GIS application development, and use of ArcGIS products, SQL, and Python. Three (3) years of supervisory or lead experience preferred. Relevant certifications (e.g., PMP, ITIL, GISP - Geographic Information Systems Professional) preferred. Must have valid Texas Driver’s License and driving record must meet or surpass guidelines as set forth by the City.
