    Overview

    Under the direction of the Assistant Director of Economic Development, this position Is responsible for daily performance activities related to the Hilliard Center and cultural facilities, that require a high degree of specialized knowledge. Responsibilities include administrative functions, conducts inspections that may result in work orders, manage operations and maintenance activities, responsible for facility assessments and improvements, and establish procedures. Must have good working relations city departments & external organizations.

    Responsibilities

    • Responsible for day to day facility maintenance and performance activities. Contribute to development of facility planning, budget monitoring, and design for facilities improvements.

    • Maintain effective working relationships with internal and external partners.

    • Ensures facility compliance with all applicable policies, regulations, ordinances, and directives.

    • Manages the O&M activities of the Hilliard Center and city-owned facilities in support of tourism.

    • Ensures health, safety, and industry policies and standards are met. Creates both long and short-term maintenance and replacement schedules. Conducts Inspections of facilities to ensure contract compliance.

    • Prepares reports and management of action items.

    • Validates workmanship and product quality on new projects to ensure they conform with contract requirements.

    • Contributes to the development and monitoring of the annual budget, strategic plans, including cost control measures, develop SOPs as needed, and planning of future improvements.

    • Prepares detailed reports, presentations, and agenda items for leadership.

    • Identifies opportunities for improvement and directs the implementation of changes.

    • Researches, reviews, recommends, and implements contractual and vendor services.

    • Recommends and administers policies and procedures.

    • Contributes to the development and monitoring of the Project Financing Zone for the Hilliard Center. The program is a thirty-year state funded financial tool approved by legislation to fund major capital improvements of the Convention Center Complex.

    • Prepares detailed reports, presentations, and data for state and leadership that align the budget and construction expenses.

    • May be asked to perform other duties as assigned.

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

    Qualifications

    • Bachelor's Degree (BA/BS) in Engineering, Architecture, Business, or Construction Management related field

    • Six (6) years of experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Preferred

    • Construction Management or Project Management professional certification(s)

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
