    Minimum Qualifications:

    Required:
    • Bachelor’s Degree in Healthcare, Business or Public Administration, Accounting or Finance, or Natural Sciences is required, or a related field and 3 years’ experience in Medical billing, clinic services oversight, quality management; or an equivalent combination of education and experience.
    • Valid Texas Driver’s License

    Position Description:

    Under general supervision, coordinates business functions of the Public Health Clinical Services Program, including medical billing, process improvement, management of clinical inventory, service reports, compliance, and technical assistance for the electronic health records system.

    Essential Functions:

    • Reviews and processes medical billing to include insurance claims processing, grant funded services, and charitable community services.
    • Works collaboratively with program evaluation staff and management to assess, design, implement, and evaluates projects for Clinical Services to facilitate improved clinic processes, increases efficacy and efficiency of workflow, and improves inter-clinic cooperation for the benefit of the community.
    • Assists management with defining metrics and data collection methods for monitoring progress toward achieving strategic objectives.
    • Coordinates with Division staff and management to support the development of action plans to achieve strategic goals and objectives, including billing workflow, inventory management, and quality improvement.
    • Conducts cyclic quality improvement evaluations and implement growth measures for ongoing quality assurance across all public health clinics and provide regular reports to management.
    • Identifies or develops training opportunities and provides technical assistance to staff in order to implement new procedures.
    • Supports division compliance with state and federal requirements by tracking and standardizing processes related to required licenses, certifications, educations, and trainings.
    • Cross trains on various clinic administrative functions, as needed.
    • Operates a personal or City vehicle to safely transport staff, equipment, and supplies between city offices and other locations in and around the city.
    • May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
    • Performs other related duties as assigned.

    • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff, maintains confidentiality of work-related issues and City information

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
