Job SummaryThe Nevada Health Authority is hiring for an IT Professional II. This position will function as the Junior Project Manager within the Enterprise Portfolio and Project Office at the Director’s Office. This position will be for a journey level project manager who will be an understudy to the IT Professional III project managers. This position will have the opportunity to learn and grow through understanding the established Enterprise Portfolio and Project Office (EPPO) processes, serving as a backup project manager, and managing smaller Department projects. This position will handle the continued development and maintenance of the EPPO processes with the current best practices of project management, and any automation processes identified which will provide business value to the Department. This individual will learn to work with our federal, State, and vendor partners on initiatives and guidelines to improve our systems and processes to maximize all Federal Financial Participation (FFP) funding available to the State. This role may support the Department's Organizational Change Management (OCM) team and assist the IT Professional III project manager overseeing OCM initiatives. Typical duties include: Project management of small Department projects; resolving scope conflicts; conducting research; track gathering of system and business requirements; resource allocation; creating professional documents; providing business support to projects for the Department overall. This role may work with federal, other State agencies and vendors in support of the Department and its projects. May be required to assist with analyzing impacts of federal/State requirements on the Medicaid Management Information System (MMIS) or Health Information Technology (HIT) initiatives, help writing a variety of documents that include, but not limited to, Requests for Proposals (RFPs), Requests for Information (RFIs), contracts, contract amendments, and related funding documents (e.g. Technology Investment Evaluation (TIE) and Advanced Planning Documents (APD)). The incumbent will lead and/or participate in various work groups in support of the IT Professional III project manager and may be required to give presentations in order to meet the needs of an assignment.
Information Technology (IT) Professionals analyze, develop, implement, maintain, and modify computer operations, systems, networks, databases, applications, and/or information security. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.
Essential QualificationsBachelor's degree from an accredited college or university in computer science, management information systems, or closely related field and two years of professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analysis and development, and/or information security; OR two years of experience as an IT Professional I in Nevada State service; OR four years of relevant technical experience as an IT Technician IV or above in Nevada State service; OR an equivalent combination of education and experience as described above.
Job DutiesConduct detailed alternative analyses and determine end-user requirements through consultation with end-users, technicians, vendors, management, and others.
Maintain documentation related to the assigned IT specialization’s architecture, operations, and other records of work activities as required.
Maintain current knowledge of technological trends and advancements in the IT field as well as security management practices, laws, policies, and ethics.
Participate in recommending and justifying resource allocations and expenditure decisions, tracking, and recording expenditures, preparing purchase requests, and writing technical requirements for grant proposals.
Perform related duties as assigned.
Under general supervision, incumbents perform journey level duties and may serve as a lead worker to lower-level IT staff as assigned. This is a supervisory level for the Computer Operations function.

Network Administration:
