    Requirements

    MOS Codes: 4T000 (Air Force), 0866 (Navy)

    Education and Experience : Bachelor of Science or higher in Medical Technology, Clinical Laboratory Science, Microbiology, Biochemistry or related field and five (5) years of experience working in a chemistry laboratory performing analytical tests on environmental, biological or multi-matrix samples including two (2) years of laboratory supervisory experience; or five (5) years of experience working in a medical or biological public health laboratory performing diagnostic or public health testing on human specimens including two (2) years of laboratory supervisory experience.

    Licenses and Certificates : Registration as a Medical Technologist or Medical Laboratory Scientist by the American Society for Clinical Pathology (MT (ASCP)) or Clinical Laboratory Scientist (CLS) by the National Credentialing Agency. CLIA High Complexity-General Supervisor qualified within one (1) year of appointment. Class C Driver's License or equivalent from another state.

    General Purpose

    Under general direction, oversee, plan, supervise and manage City of El Paso’s Department of Public Health laboratory operations and ensure laboratory compliance with applicable regulations.

    Typical Duties

    Review, recommend and approve methods for laboratory analysis. Involves: Establish, review and develop project status reports. Design and implement analytical laboratory procedures and sample chain-of-custody, quality control and assurance, laboratory safety or related programs. Research and adapt new laboratory techniques. Review, recommend and approve methods for laboratory analysis. Administer the Laboratory Information Management System. Evaluate new instruments for application to the needs of the laboratory. Prepare and implement analysis and testing schedules. Evaluate technical problems and provide direction for resolution. Analyze and prepare analytical data reports for submission for regulatory compliance. Participate in the Laboratory Resources Network (LRN). Collaborate with pathologists on testing methodologies, proficiency testing and associated parameters. Oversee the Clinical Laboratory Improvement Act of 1988 (CLIA) proficiency testing. Interpret RT PCR data and sign out reports. Ensure understanding and work quality by performing initial proficiency tests and routine competency tests for all critical tasks and all lab staff; oversee re-training as necessary. Ensure staff receives routine and specialized training as and when required. Maintain appropriate documentation of qualification and training. Provide bi-annual auditing and review of procedures and staff. Establish continuing quality and process improvement plans and maintain oversight of quality measure of laboratory performance. Write and edit research and SOPs as required. Review and update all SOPs annually. Document all SOP changes and required trainings appropriately. Maintain accreditation through ensuring all regulatory requirements are met with corresponding documentation and training.

    Provide sectional administrative support and direction. Involves: Conduct short-term and long-term planning. Monitor production. Allocate resources for assigned projects. Prepare cost analysis projections to justify annual budget and capital improvement requests. Review new and proposed regulatory legislation to determine impact of operational procedures. Determine need for new instrumentation and/or new methods.

    Determine course of action for laboratories to meet new requirements. Involves: Administer Laboratory inventory software. Review re-order reports for accuracy. Maintain and monitor the re-order quantities at levels that maintain minimum excess inventory. Create re-order lists and review price quotes. Recommend purchase of equipment and supplies. Prepare specifications for laboratory instrumentation for inclusion in annual or capital improvement budgets. Prepare specifications for outside laboratory services. Coordinate accounting costs with divisions and sections utilizing laboratory services. Review and approve price quotes for laboratory purchases. Review purchase orders with laboratory supervisors to ensure correct purchase of items. Approve purchase orders entered into purchasing system. Receive items and sign receiving ticket. Respond to inquiries and complaints from customers. Conduct site investigations and take corrective action. Confer with Information Technology (IT) Department in order to resolve problems, make reports and customizations.

    Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
