San Mateo County Health is seeking an inquisitive and highly analytical individual for the position of
Administrative Services Manager I-Behavioral Health and Recovery Services to oversee the Division's administrative and billing functions.
The current vacancy is in the Behavioral Health and Recovery Services (BHRS) Division's MIS Billing Unit located at 2000 Alameda da las Pulgas, San Mateo, CA. The incumbent will travel occasionally to attend meetings. This full-time position follows a Monday-Friday schedule and is primarily on-site. A hybrid/telework schedule may be considered after successful completion of the probationary period, based on operational needs. It is anticipated that up to four on-site workdays per week will be required.
This Administrative Services Manager (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. This position requires a comprehensive understanding of State and Federal claiming and reporting requirements, as well an in-depth knowledge of the configuration and functionality of Avatar. The ASM will work closely and in collaboration with the Financial Services Manager II to ensure data integrity in Avatar with ongoing analysis and to identify gaps in the system.
Key responsibilities include: - Collaborate in the planning and implementation of new reporting /claiming regulations, as well as ensuring current billing practices adhere to Medi-Cal and Medicare guidelines.
- Review and evaluate workflows in the MIS Billing Unit to identify opportunities for automation and efficiency.
- Conduct studies and make recommendation related to organizational structure, staffing patterns, program activities, and internal procedures.
- Provide supervision, staff support, and coordination of various administrative support functions within MIS.
- Oversee the distribution and implementation of State information notices.
- Ensure that the EHR configuration complies with State, Federal, and Health Plan of San Mateo (HPSM) billing and data system regulations.
- Initiate and oversee claims tracking system to ensure the integrity of claims and to maximize revenue.
- Partner with BHRS IT and application software vendor (Netsmart) to troubleshoot system issues.
- Develop and oversee the maintenance of statistical reporting systems and conduct related analysis as needed. Analyze or support the automation of fiscal and programming record keeping processes.
- Design and recommend systems, procedures, forms and instructions for departmental use.
The
ideal candidate will bring:
- Experience using a behavioral health electronic health record (EHR), preferably Avatar and/or Epic.
- Advanced proficiency in Microsoft Excel, Crystal Report and Power BI.
- Experience billing Short-Doyle Medi-Cal, Medicare and insurance.
- Strong analytical skills, including complex data analysis and report writing.
- Ability to manage multiple priorities in a fast-paced environment.
- Experience supervising, training, and supporting staff.
- Strong written and verbal communication skills.
- Ability to build and maintain effective working relationships.
- A Bachelor's degree from an accredited college in finance, business, public administration, or closely related field and local government experience are preferred.
- At least three years in an analyst or similar role, preferably in a health-related setting with comparable responsibilities.

Education and Experience :
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.
Knowledge of: - Advanced principles and practices of organizational analysis, systems improvement, research methodology, and strategic workforce planning.
- Core functions and operations of the assigned County department, including its organizational structure and administrative processes.
- Advanced principles of financial administration, including public budgeting and reporting.
- Commonly used business software, enterprise systems, and productivity applications relevant to County operations.
- Principles and best practices in team leadership, professional development, and performance feedback.
Skill/Ability to :- Oversee, support, and coordinate a diverse range of administrative and operational functions aligned with department goals.
- Collaborate effectively with internal teams, other departments, external agencies, and community partners.
- Analyze a broad range of moderate to complex administrative/operational problems and develop data-informed recommendations.
- Interpret and apply County policies, guidelines and procedures; develop recommendations for improvements, as necessary.
- Provide inclusive supervision, coaching, and development for assigned team members.
- Communicate clearly, respectfully, and effectively in both written and verbal formats.
- Perform complex mathematical and statistical calculations accurately.
- Build and maintain productive working relationships with those contacted in the performance of required duties.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination
