    POSITION OVERVIEW

    Reporting Location: 611 Walker Street*
    Workdays & Hours: Monday - Friday, 8:00 am - 5:00 pm *

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    • Manages and directs the Infrastructure Rehabilitation (Drainage) Technical and Management Support Team to identify, evaluate, prioritize, manage, and rehabilitate drainage infrastructure.
    • Assigns, manages, and directs work for technical professionals within the section.
    • Serves as project manager for drainage design and construction rehabilitation projects.
    • Supervises and monitors quality control efforts of staff and external consultants.
    • Provides technical expertise in researching, developing, redesigning, monitoring, reviewing, and implementing plans, designs, and projects.
    • Reviews plans, drawings, and applicable codes with personnel to respond to complaints and inquiries from the public, City officials, and other agencies; conducts site visits and field operation assessments; and prepares drainage and operability assessments as requested.
    • Manages service requests and establishes performance standards for the section.
    • Recruits, selects, and hires technical personnel to enhance productivity and operational effectiveness.
    • Establishes and monitors key performance indicators (KPIs) for the section.
    • Coordinates with other departments, branches, and sections to achieve organizational goals and objectives.
    • Develops and manages the section budget.
    • Reviews and evaluates methods and procedures to maintain and improve the effectiveness and efficiency of section performance.
    • Implements emergency preparedness plans as necessary and provides direct response during emergency situations.
    • Maintains current knowledge of technological and legislative changes affecting operations and initiates actions required to address such changes.
    • Provides technical guidance, training, and professional development for new hires and existing staff.
    • Delivers presentations during training and safety sessions.
    • Attends and leads meetings, workshops, and conferences as required.
    • Provides additional support and performs other duties as assigned by the immediate supervisor.

    WORKING CONDITIONS
    This position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds.

    This is a Houston Public Works Emergency Management position at the Tier II Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

    OR

    Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundaments of engineering examination prescribed by the Board.

    EXPERIENCE REQUIREMENTS
    Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

    Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

    LICENSE REQUIREMENTS

    Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
    May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

    Engineers from out-of-state

    must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

    AND

    obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

    PREFERENCES

    Preference will be given to applicants who demonstrate strong technical, leadership, management, and communication skills (both oral and written), as well as knowledge and experience in operating and maintaining closed and open drainage infrastructure and associated appurtenances. Candidates should also have experience in preparing, managing, and reviewing construction contracts, reports, plans, projects, and design standards.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
