    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Account Clerk II vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Account Clerk II.

    Essential Job Functions

    • Serves as a clerical assistant to a higher level in-charge accounting position which has day-to-day responsibility for operation of the accounting system.
    • Does a variety of the more difficult and complex bookkeeping and financial-clerical work, spending a large portion of time in maintaining the accounting records of a moderate to large-scale general accounting system or a combination of small scale appropriation or cost accounting and accounts receivable, accounts payable, or trust accounting systems.
    • Performs the work within an established framework of procedures; such work includes: the establishing and clearing of reserves; computing accrued expenses and revenues; distributing both direct and indirect costs to an established job or hospital cost accounting system; taking trial balances, reconciling accounts with the Auditor's abstract or a proof ledger including those instances where the cause of disagreements often is not obvious because of the volume and variety of transactions involved; reconciling bank accounts affecting the balances of a large group of funds or revenue accounts and involving a very large number of transactions; and compiling financial, statistical accounting, and operating reports including those in which data from several accounting periods must be compiled and the format or which is usually predetermined and standard but sometimes requires non-substantive internal rearrangement to exclude irrelevant data or highlight portions requiring substantial detail.
    • May do posting, and journalizing by hand, machine, or through initiation of computer input, and spend small portions of time sorting, coding verifying, and filing financial documents as an incident to performing the more difficult work.
    • Supervises and performs inventory control work of a strictly clerical nature spending full time in maintaining a large-scale system of stock and equipment accounts and performing associated work within an established framework of procedures; such work includes: investigating and explaining differences between book value and physical inventories of supplies and equipment with responsibility for identifying reasons for differences, computing inventory adjustments resulting from price change or depreciation and writing adjusting documents, and advising line supervisory personnel concerning variations from established inventory control procedures and good practices.
    • May also perform incidental tasks such as the checking and coding of documents reflecting stock and equipment transactions, posting such transactions to stock and equipment ledgers, balancing inventory ledgers, preparing statistical reports reflecting inventory operations, and preparing standard documents related to supply and inventory control activities.
    • Prepares complex claims for reimbursement and associated schedules and working papers under close supervision where such work requires a knowledge of bookkeeping and of the accounting system which is comparable to that required to perform bookkeeping assignments of the character described elsewhere.
    • May perform work which required the skilled use of desk calculators, bookkeeping machines, adding machines and typewriters.
    • May routinely access such office equipment as video display terminals, word processors, or personal computers to input data, perform computations, or produce documents not requiring the formatting or programming of such equipment.


    Requirements

    Requirements to Qualify

    One (1) year of accounting clerical experience at the level of Account Clerk I*.

    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    Special Requirement Information

    *Experience at the level of Account Clerk I is defined as performing accounting clerical work in the maintenance of accounting records within a comprehensive established framework of procedures, under general supervision.

    You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    License

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class

    II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Desirable Qualifications
    • Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
    • Six (6) months of experience in governmental/fund accounting.
    • Six (6) months of experience entering data or preparing financial transactions or reports.
