    Position Description

    POSITION DESCRIPTION

    This is your chance to become part of an exceptional organization and a dynamic team shaping the future of Fresno! The City of Fresno is currently hiring for the position of Community Outreach Specialist. The Community Outreach Specialist will be responsible for outreach related to Measure P and the Expanded Access to Arts and Culture grant program. Qualified candidates for this role will demonstrate experience in one or more of the following areas: community outreach and equity-centered engagement; arts, cultural arts or cultural studies; grant management; program implementation; the nonprofit sector; familiarity with local communities and the rich diversity of Fresno; public administration; customer service; project management; evaluation; planning; meeting facilitation; and/or event management.

    Community Outreach Specialists perform assignments which may include but are not limited to, informing and educating members of the community and city departments about desired services, programs, and/or grants; planning, scheduling and facilitating outreach events/projects; making presentations to community groups or organizations; soliciting suggestions on strengthening the partnerships between the community and the City of Fresno, and may oversee program operations and compliance. Other assignments may include collecting, compiling and analyzing community comments; preparing promotional materials; tracking outreach, attendance and communication efforts; supporting technical assistance workshops for grant applicants; and highlighting the impacts and outcomes of the EAAC grant program. Incumbents must demonstrate the ability to work well with a wide diversity of groups and advisory bodies.

    This role requires some evening and occasional weekend or holiday assignments as well as travel within the City of Fresno to various locations. A driver’s license is required at the time of appointment. The successful candidate must possess the ability to set up and break down canopies, tables, chairs and materials for outreach events with or without reasonable accommodation.

    This is an unclassified position in which incumbents serve at the will of the Department Director.

    The current vacancy exists in the PARCS Department. Because the Community Outreach Specialist position is located in several departments, the City of Fresno may use applications received through this recruitment for future vacancies.

    ABOUT MEASURE P AND CULTURAL ARTS

    The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department administers funding from Measure P, a local sales tax that invests in improving and maintaining parks and facilities, creating new parks and trails, and funding recreation, community, and arts and culture programs. On an annual basis, twelve percent (12%) or approximately $5 million dollars, of Measure P funds are allocated to the EAAC grant program.

    Grants funded through EAAC are implemented by the Parks, Recreation and Arts Commission (Commission) in partnership with the Fresno Arts Council, or its successor local arts agency, using multiple solicitations that allow for a diverse set of programs. Grants include different program sizes and reach, including core operating and project-support funding for nonprofit organizations.

    The City of Fresno’s Cultural Arts Plan guides this work and was adopted by the Fresno City Council on August 10, 2023. The Cultural Arts Plan identifies needs and opportunities in the arts and culture community, prioritizes outcomes and investments, and develops a vision and goals for the future of Fresno arts and cultural programs that are reflective of the cultural, demographic, and geographic diversity of Fresno.

    THE REQUIREMENTS

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for further consideration:

    -Two years of directly related professional/program experience, as deemed acceptable by the Director of Personnel Services and the appointing authority;

    AND

    - Graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Business Administration, Communications, Criminology, Liberal Studies, Social Work, or related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    A COPY OF THE DEGREE OR SCHOOL TRANSCRIPTS MUST BE ATTACHED. APPLICANTS LACKING THE MANDATORY ATTACHMENT MAY BE REJECTED.

    ADDITIONAL REQIREMENTS

    Possession of a valid California Driver's License will be required at the time of appointment.

    HEALTH INSURANCE

    The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.

    FLEXIBLE SPENDING ACCOUNT

    IRS 125 Plan for health and dependent care expenses.

    LIFE INSURANCE

    Benefit equal to annual salary, $150,000 max; premium paid by the City.

    DEFERRED COMPENSATION

    Voluntary 457 plan with Fidelity Investments to increase your retirement savings. Employer contribution of $75 per month for E5-E22 Ranges, if enrolled in 457 plan.

    ANNUAL LEAVE

    Accrue 15.50 - 18.83 hours per month based on years of service with maximum accrual and cash out provisions, available after 6 months.

    MANAGEMENT LEAVE

    60 hours per fiscal year for exempt employees only.

    SUPPLEMENTAL MANAGEMENT LEAVE

    E1 -E5 Ranges may be granted up to 32 hours per fiscal year.

    HOLIDAYS

    10 City-observed annual holidays, plus birthday and 2 personal days.

    $100 per month upon approved certification

    LONG-TERM DISABILITY

    Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

    SUPPLEMENTAL SICK

    40 hours per fiscal year.

    80 hours lifetime maximum accrual.

    HEALTH REIMBURSEMENT ARRANGEMENT (HRA)

    Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.

    RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.

    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
