    TPWD MISSION

    GENERAL DESCRIPTION :

    NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY.

    Under direct supervision of the Coastal Fisheries Budget/Contract Manager, this position performs advanced (senior-level) budget preparation and analysis work. Responsible for assisting the Coastal Fisheries Budget/Contract Manager in budget preparation, analysis, and oversight activities for the division's budgeting process to include salary and operational budgets, capital budget, and position control. Coordinates on a regular basis with Divisional staff on budget-related issues. Reviews and develops contracting documents, handles purchasing related functions, develops/reviews/evaluates complex specifications for procurements, trains other division staff, Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned, complies with all Agency, and Division rules, regulations and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience :

    Three years of progressively responsible government experience with purchasing, budget management and analysis; contract development and management processes and procedures.

    Experience with the Centralized Accounting & Payroll/Personnel System (CAPPS).

    Licensure :

    Must possess or be able to obtain, within 30 days of employment, a valid State driver's license.

    Certified Texas Contract Developer Course.

    Certified Contract Manager.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One additional year of the progressively responsible government experience with purchasing, budget analysis or contract development and management may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Business, Accounting, Finance, Economics, Statistics or related field.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of budget administration and accounting principles.

    Knowledge of governmental financial systems - CAPPS.

    Knowledge of state government budget processes.

    Knowledge of state purchasing and contract policies and procedures

    Skill in using MS Word, Excel and Outlook.

    Skill in effective verbal and written communication.

    Skill in using computers for financial analysis, including accounting systems, spreadsheets, word processing and presentation software, and ad-hoc database query tools.

    Skill in presenting financial data in a clear and understandable manner.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in problem solving, identifying, researching and compiling information.

    Ability to work as a member of a team.

    Ability to research, analyze, and interpret financial data.

    Ability to develop and enhance budgetary reports and schedules.

    Ability to train others.

    Ability to manage multiple projects simultaneously.

    Ability to meet deadlines.

    Ability to maintain strict confidentiality.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime as necessary.

    May be required to operate a State vehicle.

    Required to travel 5% with possible overnight stays.

    Non-smoking environment in State buildings and vehicles.
