    San Bernardino County, Land Use Services Wants You To Join Our Team!

    The Land Use Services Department, Building& Safety Division is seeking an experienced Permitting and Projects Manager* to oversee a newly created unit of technical and support staff who will be responsible for permit processing intake and project management . The permit process ensures that buildings being constructed meet the minimum code standards that are not only necessary to protect the public’s health, safety, and property, but also to promote energy efficiency and accessibility for disabled persons. The process includes reviewing construction plans for compliance, issuing permits, inspection of construction work in progress, final inspections, and the issuance of Certificate of Occupancy.

    The Permitting and Projects Manager is responsible for the efficient day-to-day operations of permitting activities specifically as they relate to application acceptance, review and approval workflow; and the timely processing and issuance of permits. Essential duties also include conducting operational analysis, making recommendations for process improvement and enhanced efficiency, developing and recommending policies and procedures, gathering and presenting data to assist management in making administrative and operational decisions, supervising, training and evaluating staff, developing and conducting staff training relevant to the permit process, intake, and project management.

    ABOUT THE DEPARTMENT


    San Bernardino County is geographically the largest in the United States and the fourteenth largest in population. The Land Use Services Department is dedicated to ensuring a balance in the areas of housing, business, and recreational needs for the diverse cultures and communities of San Bernardino County. This is accomplished through comprehensive regional planning and administration of building, land use, and environmental policies and regulations. The Land Use Services Department continues to improve the quality of life for residents and visitors to San Bernardino County by providing a framework for orderly growth while maintaining the highest level of public safety. We are looking for land use professionals inspired by community-based planning, great customer service, permitting system innovation, interdisciplinary teamwork, and the pursuit of best practices.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must successfully pass a background check and job-related physical exam prior to employment.

    Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

    Minimum Requirements

    Candidates MUST meet ONE (1) the Requirement Options in order to qualify.

    REQUIREMENT OPTIONS OPTION 1: Experience: Two (2) years of technical or professional level experience within a land use, planning, building safety, or comparable permitting environment which included primary responsibility for project management, plan check review process, processing and issuing permits, enforcing code compliance and construction inspection. One (1) year of supervisory experience over staff performing the duties stated above is required.

    Education: A completed Bachelor's degree from an accredited college/university in Planning, Public/Business Administration, Behavioral/Social Science, Construction Management, Architecture or other relevant field of study. OPTION 2: Experience: Four (4) years of technical or professional level experience within a land use, planning, building safety, or comparable permitting environment which included primary responsibility for project management, plan check review process, processing and issuing permits, enforcing code compliance and construction inspection. One (1) year of supervisory experience over staff performing the duties stated above is required.

    Education: A completed Associate's degree from an accredited college/university in Planning, Public/Business Administration, Behavioral/Social Science, Construction Management, Architecture or other relevant field of study OPTION 3: Experience: Six (6) years of technical or professional level experience within a land use, planning, building safety, or comparable permitting environment which included primary responsibility for project management, plan check review process, processing and issuing permits, enforcing code compliance and construction inspection. One (1) year of supervisory experience over staff performing the duties stated above is required.

    Desired Qualifications

    The ideal candidate will be a highly motivated, dynamic, results-oriented professional with strong critical thinking and leadership skills. Experience in the following areas is desired: operational/workflow analysis and process improvement, development of policy and procedures, fiscal analysis including fee assessment/development, and/or analysis and interpretation of quantitative data.
