    POSITION OVERVIEW

    Monday - Friday. 6:00am - 3:30pm* * Subject to change

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    Supervise and direct technical personnel to develop and negotiate construction and design management and supplemental engineering service contracts as it relates to the Signal Maintenance Section with the Traffic Operations branch in Transportation & Drainage Operations.

    Interface with departments and outside agencies or firms to discuss programs and projects. Administer and negotiate claim change orders. Perform personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, training subordinates and recommending disciplinary action. Plan, organize, direct, and review major design and construction contracts. Supervise preparation of design and construction contracts for special projects and construction administration contracts; plans personnel allotments; maintains budget control over personnel and contracts. Maintain construction records and reports to management on construction contracts; provide input for departmental decision-making and planning. Respond to complaints or inquiries from citizens, City officials or outside agencies; represents the department at conferences and meetings. Provide management of multiple contracts of various sizes. Review, approve, and track consultant or testing laboratory estimates. May develop standard protocol for environmental and geo-technical investigations.

    WORKING CONDITIONS
    This position is physically comfortable. This position will require standing, walking, bending, minor lifting, climbing stairs, and the ability to perform field investigations and negotiate field hazards.

    This is a Department of Houston Public Works Emergency Management Position at the Tier I Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

    EXPERIENCE REQUIREMENTS
    Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.

    Substitutions: A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two (2) years of the above experience requirement.

    Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS:
    None

    PREFERENCES

    Preference will be given to individuals with the following skills and/or experience:
    • Practical knowledge and application of NEC standards
    • Electrical construction and project management experience
    • Project scheduling experience
    • Field operation management experience
    • Inspection experience

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
