    Job Summary

    Monitors, develops, and recommends policy for programs and conducts research projects relating to affordable housing. Plans, organizes, conducts and implements complex administrative projects and monitors activities of programs to ensure program quality and compliance with governmental rules and regulations.

    *There are two current vacant positions under this classification in the Housing and Human Services Department (HHS). One position will act as project lead for the City's upcoming Rent Registry or non-rent controlled rental housing units, and one position will provide support to the Housing Division’s affordable housing production and preservation initiatives. Those successful in the application screening process will be referred to HHS for consideration.

    Representative Duties

    Plans, organizes, monitors, and implements specialized affordable housing programs and projects.

    Assists in implementing programs reflecting funding priorities; participates in the development of funding recommendations; monitors and provides technical assistance to human service agencies regarding affordable housing program opportunities and compliance.

    Formulates and recommends program and project policies and procedures to ensure compliance with federal, State, and local affordable housing regulations.

    Plans, organizes, and directs special programs and projects that advance community priorities and council adopted strategies, including identifying external agency funding sources and preparing funding applications.

    Works with City divisions, non-profit service providers, other community organizations and members of the public to ensure alignment and the effective coordination of housing programs with social services consistent with policies adopted by the City.

    Prepares and ensures the timely completion and submittal of a variety of reports, including staff reports, fiscal and/or budgetary reports, and those required by federal, State, and local agencies such as the Department of Housing and Urban Development (HUD).

    Develops and supervises programs and systems for the timely and accurate gathering of housing-related information required to ensure public compliance with the City’s municipal code and/or local, state, and federal regulations

    Conducts complex and/or administrative research, studies and surveys. Prepares reports recommending appropriate courses of action for solutions on issues related to the work of the Housing and Human Services Department.

    Acts as a resource to and coordinates staff activities with the public, City departments, governmental agencies and other organizations on projects and programs, especially in the area of human service needs related to housing and homelessness.

    Procures and manages consultants engaged by the City.

    Monitors and evaluates the efficiency and effectiveness of housing program service delivery methods and procedures, including related administrative and support systems.

    Writes reports and policy documents and conducts surveys and studies including program evaluation studies.

    Maintains accurate records, files and databases.

    Responds to inquiries and makes referrals to appropriate service.

    Coordinates and/or oversees responses and follow-up to public complaints, inquiries, requests, and suggestions. Ensures that complaints are dealt with in a timely and effective manner. Disseminates accurate information regarding the work of the Housing and Human Services Department and related community agencies to the public.

    Provides administrative support to the division through participation in team meetings and generating recommendations consistent with City goals/strategies regarding division programs, policies and procedures.

    Provides staff support to City Commissions and committees by attending meetings and presenting information and preparing reports.

    Keeps abreast of federal, state and local legislative and regulatory changes that may affect housing programs. Informs management of changes and recommends changes to relevant programs accordingly.

    Makes presentations to City Council, City boards and commissions, and community groups.

    Supervises, coordinates, trains, and reviews the work of technical and clerical support staff when assigned.

    Performs other duties as assigned.

    Requirements

    Knowledge of:

    Principles and practices of public administration with emphasis on real estate finance and development, inclusionary housing programs, affordable housing programs and/or rental housing voucher programs

    Project management

    Economic and social issues that contribute to poverty and social inequity

    Principles and techniques involved in the implementation and administration of complex automated information management systems and software tools

    Low-income and vulnerable populations, including people experiencing homelessness, seniors and people with disabilities

    Best practices in program and project development, implementation and evaluation relating to low-income and vulnerable populations with an emphasis on supportive and affordable housing

    Policies, regulations, procedures, and practices relative to affordable housing, including Section 8 Voucher Housing Assistance Payment Programs

    Affordable housing and human services programs

    Laws and regulations applicable to affordable housing

    Program planning, development, implementation, and evaluation

    Principles of report and grant writing

    Principles of staff training and supervision

    Effective customer service techniques.

    Ability to:

    Develop, implement, and administer projects and programs that advance the work of the Housing and Human Services Department

    Interpret, explain, and apply applicable local, State and federal laws, legislation, and regulations pertaining to the work of the Housing and Human Services Department

    Make public presentations and communicate effectively in writing and orally

    Analyze and apply Housing and Urban Development (HUD) monitoring, reporting, performance and audit requirements.

    Analyze and solve administrative problems

    Analyze large quantities of data, synthesize major issues and potential solutions, make recommendations regarding program development and operations, resource needs and budgetary requirements

    Review and analyze program budgets and fiscal reports

    Prepare analytical and financial reports, including staff reports to Council and commissions

    Keep accurate records and reports

    Communicate effectively both orally and in writing

    Provide effective customer service

    Evaluate human services problems and make appropriate referrals

    Keep abreast of current developments in the area of specialty

    Establish and maintain effective and cooperative working relationship with a wide variety of individuals including other City employees, members of boards and commissions, community organizations and groups, and the public

    Work with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches

    Provide effective customer service

    Supervise, train, and evaluate the work of staff

    Skill in:

    Policy and program management

    Independent, complex problem solving and analysis
    Responding effectively and efficiently to public inquiries and requests for service
    Collaborating with human services agencies and community groups
    Writing reports and correspondence
    Using a personal computer and applicable software applications

    REQUIREMENTS

    Minimum Qualifications:

    Education: Graduation from an accredited college or university with a bachelor's degree. Master's degree in a related field is desirable.

    Experience: Three years of recent, paid experience in program administration, project management and/or analytical reporting. At least two years must be in affordable housing, housing policy, rental assistance, or a related housing or human services program.

    Licenses and Certificates:

    Possession of a valid class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

    If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
