The PositionIt's an exciting time to join Napa County Health and Human Services Agency's (HHSA) Behavioral Health Division. The Behavioral Health Division is seeking to fill their Staff Services Manager (Managed Care Business Operations) position. This role ensures Behavioral Health department effectively manages costs, maximizes revenue, and secures full value from its expenditures. You will be a liaison between Behavioral Health programming, Fiscal, and Administration to ensure leadership can analyze and make decisions regarding the efficiency, efficacy, and fiscal viability of Behavioral Health Services, integrated HHSA services, and contract provided services, and ensure swift intervention whenever challenges occur. This position will not only be tasked with identifying potential issues or barriers, but also in proposing innovative solutions and process improvement. Thus, the ideal candidate will have a solid foundation in behavioral health service delivery, with an advanced knowledge of financing and managed care operations within California’s behavioral health system of care.
Cost &Utilization
- Work with Fiscal and programs, using tools like the MCO module, to give leadership a clear view of high-cost placements (hospital, IMD, residential): who’s there, how long, and why; flag cost increases or overruns
- Help leadership understand cost drivers and identify ways to control them
- Flag long stays, delayed discharges, and placement gaps early and work with programs to move clients to the right level of care
- Ensure utilization aligns with authorization decisions
- Track trends (LOS, step-downs, readmissions) to identify system issues
- Surface system gaps (e.g., housing, step-down options) to reduce higher-cost placements
Revenue & Funding
- Implement strategies to track Medi-Cal administrative claiming (e.g., MAA, QA/UR) and increase accurate, allowable claiming
- Use productivity data to help leadership take action and improve performance
- Support appropriate use and braiding of funding sources (Medi-Cal, BHSA, grants)
Contract & System Coordination
- In partnership with the Contracts Coordinator and Quality Management, help strengthen contract administration and monitoring processes, ensuring expectations are clear, work is progressing, and gaps are identified and addressed
- Use monitoring and other data to make sure we’re getting what we pay for and flag gaps or overpayment risk
- Work with Quality, Data, and program staff to improve how clients move through services, making it easier to get care, ensuring requirements are met, and managing costs
Behavioral Health Services Act (BHSA) & Individual Services Level (ISL) Support
- Translate BHSA changes into impacts on budgets, contracts, and programs
- Fix workflow issues that affect data quality and claiming
- Make sure ISL data reflects actual services and flag gaps early

POSITION REQUIREMENTS Experience and Education : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.
Education: A Bachelor's degree from an accredited college or university with major course work in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.
License or Certificate: Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
