Overview The GIS Analyst III serves as a key steward and advocate of the City's Geographic Information Systems (GIS) program, supporting enterprise GIS systems under the direction of the IT GIS Manager. This position provides GIS solutions including data creation, analysis, web application development, and support of platforms such as ArcGIS and enterprise geodatabases. The analyst leads major GIS projects and system upgrades; mentors staff and promotes knowledge sharing. The analyst collaborates with departments to implement business strategies and integrate GIS processes and technology across the organization.
Responsibilities • Leads the GIS team in the support of the City's Geographic Information Systems
• Utilizes organizational processes, mentors' team, coordinates schedules, assignments and duties
• Coordinates communication between vendors, management, and internal and external stakeholders to plan and execute activities, projects, and work assignments in support of the GIS, while maintaining accurate documentation of assignments, updates, changes, and project responsibilities
• Applies knowledge of feature datasets, feature classes, versioning, coded domains, and subtypes
• Utilizes knowledge of Geometric Network Datasets, Utility Network Datasets, Archiving, GDB Compression, and CDB indexing and ArcGIS Administrator (license manager)
• Creates and manages users in an Enterprise Geodatabase environment
• Administers ESRI GIS enterprise web server software under the direction of GIS management
• Publishes and organizes services for Portal and ArcGIS Online to be consumed on PC and Mobile devices
• Manages the starting, stopping, and restarting of services
• Creates documents and maintains repeatable build processes for all web applications
• Analyzes data to provide solutions for all city departments in response to departmental requests
• Uses a combination of geoprocessing techniques such as ArcGIS Model Builder, ArcPy and Python API to automate GIS processes and solutions for various departmental systems
• Works as part of a team as the lead technical resource to provide deliverables on projects
• Helps City users to determine issues and provides support as required (including installing software)
• Ensures service desk requests are consistently and effectively resolved and
• documented
• Mentors other team members and proactively participate in knowledge transfer
• Oversee creation and updates of data in GIS (ArcMap and ArcPro) and assist when needed for special projects
• Utilizes knowledge with COGO toolbar for parcel creation and plat/deed interpretation as well as interpreting engineering documents
• Supervises major, cross-functional projects
• Leads in prioritizing tasks, assignments, and application projects to resolve communication and other issues
• Maintains required licenses and keeps relevant certifications current
• Other duties as assigned
Position Type and Typical Hours of Work • Exempt - Full-Time - Monday - Friday 8:00am - 5:00pm
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications • Associate's degree (AA/AS); or two (2) year technical certificate
• Five (5) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
• Required Proficiency: ArcMap, ArcGIS PRO, ArcGIS Online, Model Builder
• ArcGIS Administrator (License Manager), ArcGIS Server, ArcGIS Portal
Preferred Qualifications • Proficient in SQL and Python (ArcPy and Python API)
• ESRI Enterprise, Desktop, and Specialty Certifications, GISP
• Experience with Oracle Developer, Microsoft SSMS, and Windows Server OS
