SummaryThe City of Lancaster is seeking an experienced, strategic, and service driven professional to serve as City Engineer. This position provides leadership over key engineering functions for the City, including engineering design, capital and development plan review, construction inspection, surveying, mapping, and floodplain management. The City Engineer is responsible for supporting the planning, design, and implementation of public infrastructure projects while also providing technical guidance and operational support to the Director of Public Works.

Essential Duties and ResponsibilitiesEssential duties may include, but are not limited to, the following:
- Reviews commercial and residential development plans for compliance with applicable regulations, standards, and City requirements
- Provides leadership, direction, and guidance to engineering staff and support personnel engaged in the planning, design, inspection, and management of public and private improvement and construction projects
- Serves as the City’s Floodplain Administrator and manages overall floodplain activities in accordance with FEMA’s National Flood Insurance Program
- Directs Construction Inspectors and Project Managers to ensure conformance with standards and development acceptance by the City
- Manages the City’s MS4 Stormwater Permit Program in accordance with TCEQ and EPA requirements
- Participates in Development Review Committee meetings and coordinates follow-up on requested information
- Provides leadership and management over core engineering functions including infrastructure and utilities engineering, water and wastewater engineering, floodplain management, pavement and roadway design, construction management, and development review
- Coordinates work activities of the division and supports operational alignment across engineering functions
- Prepares RFQs, RFPs, and bid specifications; evaluates submittals; manages professional services contracts; and negotiates scope, budget, and schedule
- Reviews engineering plans and coordinates plan review with other City departments for input and compliance
- Prepares right-of-way deeds and easements and supports related survey and recordation processes
- Reviews work in progress and completed work at project sites
- Identifies projects, develops scopes, and manages the planning, design, construction, and implementation of infrastructure projects
- Manages the Engineering Division budget
- Assigns resources to projects, delegates tasks, and monitors implementation schedules and project progress
- Assists Public Works and Development Services with CIP project preparation, execution, contract administration, and interagency coordination
- Manages and supervises Engineering, Construction Inspection, and Project Management staff
- Prepares, seals, and certifies plans and specifications, and prepares and/or reviews construction documents, cost estimates, plats, easements, hydraulic modeling, infrastructure analyses, and engineering consultant submittals
- Requests, evaluates, negotiates, and manages consultant proposals, schedules, design reviews, agency coordination, owner reviews, regulatory compliance, and budgeting considerations
- Provides technical advice and assistance to City departments, engineers, architects, and contractors regarding compliance with City policies, standards, and guidelines
- Performs other related duties as assigned.
Supervisory ResponsibilitiesDirects and evaluates the activities of the Engineering Division, including planning, supervising, and coordinating the design, construction, and maintenance of the City’s infrastructure.
Education and/or Experience- Bachelor’s degree from an accredited four-year college or university in Civil Engineering or a related engineering field, with 10 to 15 years of related experience; or
- Master’s degree or PhD in Civil Engineering or a related engineering field, with 7 to 10 years of related experience
- Experience must include progressively responsible work in civil design, land development, H&H modeling, transportation design, and/or review of municipal engineering projects
Technical Knowledge and SkillsPreferred knowledge and experience include:
- General civil design or land development, including site plan and layout, grading, and foundation work
- Pavement design and familiarity with AASHTO, NCTCOG, and TXDOT design standards
- Drainage design and H&H modeling, including HEC-RAS, HEC-HMS, FEMA NFIP regulations, LOMR, CLOMR, and LOMC
- Water and wastewater network design, stormwater systems, and drainage structures such as bridges and culverts
- Proficiency with Microsoft Office, including Excel for analysis and PowerPoint for presentations
- Knowledge of MicroStation, AutoCAD/Civil 3D, ArcGIS/ArcMap, EPA SWMM, and related engineering software
Certificates, Licenses, RegistrationsRequired Certifications / Licenses- Registered as a Professional Engineer (P.E.) in Texas
- Valid Texas Class C Driver’s License
- Certified Floodplain Manager (CFM) preferred, or ability to obtain within six months of hire
