    About the Opportunity

    THE POSITION The position involves supporting Stanislaus Regional 911 (SR911) technical staff, overseeing radio tower construction projects as well as the maintenance and programming of the Sheriff's Office radio equipment. Responsibilities include inventory management, scheduling repairs, ensuring FCC compliance, and acquiring radio frequencies for Stanislaus County. The role also includes developing proposals for infrastructure buildout, researching funding sources, writing grants, and collaborating with other departments for project management. Additionally, the position entails developing training, managing frequency sharing agreements, assisting in the integration of secure radio systems, and overseeing communication equipment vendors. Other duties include maintaining updated radio profiles, supporting emergency deployments, and ensuring the proper functioning of radios across various departments and contract cities.     Typical Tasks

    Duties may include, but are not limited to, the following:
    • Assist SR911 technical staff;
    • Develop proposals for infrastructure buildout;
    • Project management over sight of radio tower construction projects;
    • Inventory of all existing radio communication equipment;
    • Maintain and program portable and vehicle radios across the Sheriff’s Office including but not limited to the Sheriff’s Operations Center (SOC), Training Center, Coroner’s Office, Special Investigations Unit (SIU), Special Weapons and Tactics (SWAT), Air Support Unit (ASU),Courts, Civil, Adult Detention and the contract cities of Waterford, Hughson, Riverbank, and Patterson;
    • Schedule preventative maintenance and needed repairs for all radio equipment;
    • Acquisition and maintenance of radio frequencies assigned to Stanislaus County and utilized by the Sheriff’s Office;
    • Ensure FCC emergency radio communication compliance;
    • Provide recommendations for equipment purchases consistent with county wide communication interoperability;
    • Research potential funding sources for additional radio communication equipment;
    • Write grants in cooperation with other County departments to enhance public safety interoperability;
    • Collaborate with County departments in project management for efficient use of available funding sources;
    • Develop and maintain frequency sharing agreements with local, state, and federal public safety agencies;
    • Assist in the integration of 800MHZ secure radio equipment with allied agencies;
    • Provide oversight of local communication equipment vendors;
    • Develop and provide training on radio system use;
    • Participate in emergency personnel deployments for safety communications;
    • Maintain the appropriate and updated radio profiles;
    • Provide updated radio assignment information to SR911, Turlock Police, the Merced County Sheriff’s Office and any other entity needing it for entry into their main consoles;
    • Provide frequency information to allied agencies;
    • Plan for radio site development;
    • Perform such other and similar services in connection with any of the above-listed services.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    Skills/Abilities
    • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports;
    • Plan, design, and implement complex automated systems;
    • Analyze, develop and/or modify procedures and systems;
    • Establish project development schedules and coordinate the effort of affected staff activities to attained desired goals and objectives;
    • Evaluate manual work assignments and work flows to determine if cost effective automated alternatives could be implemented;
    • Meet deadlines under stressful conditions;
    • Resolve conflicts and respond appropriately to complaints;
    • Complete multiple priority projects with conflicting deadlines;
    • Maintain confidential information in accordance with legal standards and/or County regulations;
    • Operate personal computer and other modern office equipment;
    • Communicate effectively with others in person, in writing, and over the telephone;
    • Make presentations; and
    • Train staff.
    Knowledge
    • Principles, practices, methods and techniques used in area of expertise;
    • Principles and practices of public administration.
    • Data analysis and program planning and evaluation.
    • Organization and functions of the various County departments and political subdivisions.
    • Political legislative processes.
    • Codes, regulations, ordinances and laws governing the operations of the County and other governmental entities; and
    • Basic principles and practices of project management.
    Education and Experience
    • Five (5) years of progressively responsible professional experience in the system for which the specific department is requesting.
    License or Certificate
    • Some positions may require valid California driver’s license


    DESIRABLE QUALIFICATIONS
    In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Must have at least three (3) months of experience working with any of the items listed below:
    • Different types of emergency radio systems;
    • Motorola Customer Programming Software;
    • Uniden BCD536HP Scanner programming software;
    • Motorola Radio Management;
    • Advanced Digital Privacy (ADP) and Advanced Encryption Standard (AES) protocols;
    • Antenna systems including those used for covert operations;
    • Long Term Evolution (LTE) and satellite radio systems such as Motorola NEXT.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding). Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned.
