    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    Supervise, coordinate, and manage a variety of engineering and construction management activities and personnel necessary to implement City’s Infrastructure drainage/paving rehab projects. Provide technical guidance and training to engineers and project managers. Provide technical analysis and information to develop solutions, define objectives, evaluate scope and fee proposals for design and construction projects, and make recommendations/ provide directions. Prepare and/or review design and construction plans, specifications, technical reports, and cost estimates. Review and process contracts, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action. Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors. Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the public.

    WORKING CONDITIONS:

    This position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds.

    This is Houston Public Works Emergency Management position at the Tier 3 Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS

    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    PREFERENCES

    Preference will be given to applicants with experience in managing design and construction of Drainage and Paving infrastructure projects. Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred. Ideal candidate will have a concentration degree in Civil Engineering.

    ** Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
