    THE IDEAL CANDIDATE The ideal candidate will be a highly organized, analytical, and collaborative professional with strong communication skills and a demonstrated ability to manage complex grants and multi-stakeholder projects. They will bring sound judgment, critical thinking, and a proactive approach to navigating regulatory requirements, fiscal processes, and program evaluation. A successful Staff Services Coordinator will be an engaging facilitator who builds effective partnerships, maintains meticulous documentation, and develops systems that support efficient project management and compliance. They will demonstrate cultural responsiveness, technological proficiency, and the ability to balance independent work with team leadership, contributing energy, professionalism, and reliability to the Behavioral Health and Recovery Services team. THE POSITION Under the supervision of the Funding Development Manager, the Staff Services Coordinator be responsible for all aspects of Implementation and Grant Management for the new California Department of Social Services (CDSS) Children's Crisis Continuum Pilot Program Grant. The Staff Services Coordinator will organize and facilitate meetings (develop agendas, engage stakeholders, and maintain minutes); represent the County in CDSS Learning Collaborative and Technical Assistance meetings; serve as the primary liaison with CDSS to ensure grant compliance; and support contract execution, scope of work updates, ongoing monitoring, and stakeholder coordination. The position requires strong analytical, critical thinking, reading, writing and interpersonal relationship skills.     Typical Tasks

    • Lead all aspects of grant implementation and management on behalf of the agency and its designated service partners.
    • Serve as the primary liaison with grant administrators, including participation in required meetings and technical assistance calls, to ensure compliance with all program requirements.
    • Convene and facilitate grant-related meetings and workgroups; develop agendas, engage stakeholders, and maintain accurate documentation.
    • Oversee execution, review, and amendments of scopes of work and agreements; conduct ongoing contract monitoring and stakeholder coordination.
    • Partner with the fiscal team to manage grant finances, including budget development and projections, revenue tracking, invoice and payment review, and financial reporting.
    • Develop and maintain systems and tools to support project management, invoicing, data collection, performance measurement, and grant reporting.
    • Compile, analyze, and submit required programmatic, fiscal, and performance reports in compliance with grant and oversight requirements.
    • Develop and implement data collection processes; analyze statistical, financial, and outcome data; and support program evaluation and continuous improvement efforts.
    • Maintain comprehensive records, documentation, and data systems to ensure compliance with funding, legal, and confidentiality requirements.
    • Prepare and deliver presentations and progress reports to internal and external stakeholders, including executive leadership and governing bodies.
    • Coordinate and oversee data- and outcomes-related projects; set priorities, manage multiple deadlines, and work independently with strong time management skills.
    • May supervise or direct the work of staff while performing administrative assignments.
    • Collaborate effectively as both a team member and team leader; build and maintain strategic relationships with internal and community partners.
    • Demonstrate cultural responsiveness in serving diverse populations and maintain knowledge of essential behavioral health service frameworks.
    • Demonstrate proficiency in Microsoft Office applications, including Excel, Word, and database systems.
    • Perform other duties as assigned.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • Grant Administration and Compliance - Knowledge of principles and practices of grant management including grant implementation, monitoring, compliance requirements, reporting standards, and coordination with funding agencies and oversight bodies.
    • Contract and Agreement Administration - Knowledge of contract development, scopes of work, monitoring, amendments, and compliance with funding and regulatory requirements.
    • Public Sector Fiscal Management - Knowledge of governmental budgeting, grant finance management, revenue tracking, expenditure monitoring, invoicing processes, and financial reporting.
    • Program and Project Management - Knowledge of project management principles including work planning, timeline management, coordination of multiple projects, workflow monitoring, and performance tracking.
    • Data Collection and Program Evaluation - Knowledge of data management systems, data collection methodologies, statistical analysis, performance measurement, and outcome evaluation used to support program improvement and reporting.
    • Government Programs and Regulations - Knowledge of applicable federal, state, and local regulations governing publicly funded programs, including documentation, audit requirements, and reporting obligations.
    • Administrative Systems and Office Technology - Knowledge of administrative procedures, recordkeeping systems, database management, and business software including Microsoft Office applications.
    • Public Health and Behavioral Health Systems - Knowledge of behavioral health service delivery systems, community partnerships, and principles of culturally responsive service provision.
    • Leadership and Team Coordination - Knowledge of leadership practices including supervision, staff coordination, coaching, and collaborative team management.

    SKILLS/ABILITIES

    • Grant and Contract Management - Ability to coordinate and oversee grant implementation, monitor compliance, manage scopes of work, and support contract administration activities.
    • Financial Analysis and Budget Management - Ability to develop budgets, track grant expenditures and revenue, review invoices and payments, and collaborate with fiscal staff on financial reporting.
    • Data Analysis and Reporting - Ability to collect, analyze, and interpret programmatic, fiscal, and performance data and prepare required grant reports and presentations.
    • Project Coordination and Organization - Ability to manage multiple projects simultaneously, establish priorities, monitor timelines, and ensure deliverables are completed on schedule.
    • Stakeholder Coordination and Facilitation - Ability to convene and facilitate meetings, coordinate workgroups, build partnerships, and maintain effective relationships with internal staff, service providers, and funding agencies.
    • Communication - Ability to communicate effectively both orally and in writing, including preparing reports, developing presentations, and conveying complex information to diverse audiences.
    • Problem Solving and Critical Thinking - Ability to identify issues affecting grant performance or compliance, evaluate alternatives, and implement effective solutions.
    • Monitoring and Quality Assurance - Ability to assess program performance, review documentation for compliance, and recommend improvements to systems and processes.
    • Systems Development and Process Improvement - Ability to develop tools and procedures to support grant tracking, reporting, data collection, and operational efficiency.
    • Leadership and Teamwork - Ability to work effectively both independently and collaboratively, lead workgroups or project teams, and provide direction to staff when assigned.
    • Cultural Responsiveness - Ability to work effectively with diverse populations and apply culturally responsive practices in program implementation and stakeholder engagement.
    • Technical Proficiency - Ability to use Microsoft Office applications, including Excel for data analysis and reporting, Word for documentation, and database systems for program tracking.

    EDUCATION/EXPERIENCE
    • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Public Health, Social Services, Finance, or a closely related field
      AND one of the following:
    • One (1) year of supervisory experience in grant administration, fiscal monitoring/tracking, contract management, or data analysis; OR
    • One (1) year of supervisory experience in supporting behavioral health programs, including administrative operations, grant-funded services, or program coordination in a children’s services program ; OR
    • One (1) year of experience comparable to a Staff Services Analyst in Stanislaus County performing related administrative, program, fiscal, or contract support duties
    *Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.     • Two (2) years of supervisory or lead experience in a public or private agency overseeing staff or coordinating program activities related to grant administration, contract monitoring, fiscal tracking, program reporting, or data analysis; OR
    • Two (2) years of experience working in the Children’s System of Care or a related behavioral health or human services program, including experience coordinating services, collaborating with community partners, supporting grant-funded initiatives, or monitoring program outcomes.

    Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

    • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
    GENERAL INFORMATION Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid Management/Supervisory bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Final appointment will be conditional upon successfully passing a County paid pre-employment drug screening (if applicable for position) and a job-related background investigation. Some positions may require possession or the ability to obtain, and maintenance of a valid California Driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions.
