    POSITION SUMMARY

    Housing and Community Development seeks a Code Compliance Officer for their division.

    This is skilled Housing Quality Standards inspection and enforcement work to ensure that housing properties that are subsidized by federal funds are safe and habitable as defined by the U.S. Department of Housing and Urban Development (HUD) and compliant with HUD-52580 report forms.

    An employee in this class is responsible for conducting HQS inspections for residential units to be occupied or for continued occupancy by persons receiving a federal housing subsidy. This will be done through personal contact with tenants, prospective tenants, project sponsors, property managers, and/or property owners.

    This job classification is included within the bargaining unit represented by Teamsters Local Union 769 and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Teamsters Local Union 769.

    ESSENTIAL JOB FUNCTIONS

    • Prepares, organizes and maintains case files for review by US Department of Housing and Urban Development (HUD) and other review boards.
    • Researches ownership of various residential, within the County.
    • Provides Housing Quality Standards information to address client issues and educate concerned parties.
    • Mail violation notices to property owners and management companies.
    • Compiles and prepares written reports on, maintains all inspection results, prepares correspondence and notices of violations in a computerized case management environment.
    • Identifies structures that may be unsafe and initiates the appropriate follow-up action.
    • May be required to flex their work schedule, work nights and weekends and holidays, as necessary to perform assigned responsibilities.
    • Conducts Housing Quality Standards Inspection as required by US Department of Housing and Urban Development.
    • Review and approve unit rent records for participating housing agencies.
    • Educate renters on lead hazards.


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    JOB REQUIREMENTS:
    Graduation from a standard high school or vocational school, or possession of a G.E.D. certificate from a recognized issuing agency.A minimum of two (2) years of paid work experience interacting with the public in housing quality inspection, building inspection, construction, or a closely related field.Possession of a U.S. Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS) certification.Intermediate to advanced proficiency in Microsoft Excel, Word, and Outlook.Basic accounting knowledge or strong mathematical skills.Possession of, or the ability to obtain, a valid State of Florida driver’s license within thirty (30) days of hire.If claiming Veterans’ Preference, you must attach a copy of the DD214 Member 4 form (or other supporting claim documents) to your on-line application. PREFERRED QUALIFICATIONS:
    Completion of HUD Lead Safety training.Demonstrated strong customer service and interpersonal skills.Bilingual proficiency (English/Spanish or other languages a plus). As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
    The position involves medium physical demands, such as exerting up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects. Ability to lift, carry, climb, bend, stoop, kneel, crouch, crawl, reach, walk, push, pull, grasp, stand and access heights or areas where limited space is available.
