    Role

    Under general direction, provides professional level review and analysis and project management of considerable difficulty in directing the planning activities under the Yavapai Plan Unified Planning Work Program (UPWP).

    Major Duties, Responsibilities

    • Supervises, manages, coordinates, trains, and evaluates the daily activities of assigned staff, which may include conducting of staff meetings, evaluating staff’s performance on a periodic basis, setting standards and reviewing work.
    • Provides technical information and submits written reports, presents policy issues, plans and applications to citizens groups, advisory boards, and government bodies.
    • Serves as a member of the Yavapai Plan leadership team and participates in strategic planning for the organization.
    • Prepares and participates in on-going group and committee meetings.
    • Researches and collects data for studies through the use of surveys, interviews and other sources.
    • Conducts special studies and assignments as required on various planning activities and projects.
    • Prepares materials, reports and recommendations for the Executive Director, Technical Advisory Committee, Executive Board, and others.
    • Leads the organization of Technical Advisory Committee meetings.
    • Performs other job-related duties as required.


    Minimum Qualifications

    Education:
    Bachelor’s degree in transportation, urban or regional planning, or related field.

    Experience:
    A minimum of five (5) years of progressively responsible relevant experience, to include two (2) years in a supervisory capacity.

    An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

    Additional Requirements:
    Must possess a valid Arizona driver’s license.

    • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
    • Principles, practices, and techniques of transportation planning.
    • FTA programs, rules, regulation, and compliance requirements.
    • Federally funded transportation programs.
    • Mobility Management principles.
    • Transit planning and land use principles and practices.
    • Americans with Disabilities Act (ADA) and specific applications to public transportation.
    • Principles and practices of financial management and budgets.
    • Business English, spelling, grammar, punctuation, and composition.
    • Research techniques and report writing.
    • Microsoft Office 365 software.
    • Filing and recordkeeping.

    Skill in:
    • Management and supervision.
    • Problem-solving and implementing creative solutions.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Identify and investigate issues and develop corrective plans.
    • Build and maintain stakeholder relationships.
    • Think critically and collaborate with stakeholders in strategic planning.
    • Easily assimilate information from a variety of databases both to complete financial and personnel reports.
    • Remain current in knowledge required to perform assigned duties.
    • Handle confidential matters and maintain discretion always.
    • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
    • Keep management informed of key operating issues affecting the department.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.

    Physical Requirements:
    Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
