    Department
    The Auditor-Controller is an elected official who provides the County of Monterey with financial leadership and expert advice on a wide range of fiscal matters and advocates financial integrity and accountability in all County business practices. The department consists of five divisions: Administration, Systems, General Accounting, Internal Audit, and Disbursements (Accounts Payable, Payroll, and Property Tax).

    Position Summary
    Under direction, independently performs complex payroll functions within the AuditorController's Office requiring knowledge in specialized areas that impact payroll and employee benefits; and performs other related work as required.
    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Flexible staffing: This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

    Examples of Duties

    • Reviews and processes personnel action forms and verifies submitted paperwork for accuracy
    • Coordinates, monitors, maintains and ensures timeliness of payroll activities; ensures accuracy and timeliness of payroll actions related to employee benefits and programs to include health insurance, deferred compensation, worker's
      compensation, public employee's retirement system, union membership and sick leave bank
    • Responds to inquiries from departments, employees and other agencies concerning payroll issues
    • Makes mathematical and/or statistical calculations of salary, deductions, leave adjustments, wage attachments and other payroll related adjustments
    • Reviews a variety of reports that are generated from the payroll system for accuracy; researches discrepancies and makes adjustments as necessary.

    THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working knowledge of:
    • Rules, regulations, terminology and processes related to the completion and processing of payroll
    • Standard office procedures and practices
    • Record keeping principles and procedures
    • Business arithmetic, including percentages and decimals in order to calculate, verify, and adjust fiscal and/or statistical data.

    Some knowledge of:
    • Computerized record keeping systems to process payroll
    • Employee benefits as related to the payroll function.

    Skill and Ability to:
    • Schedule and organize work to meet strict deadlines with minimal supervision
    • Make accurate arithmetic calculations in order to process difficult payroll transactions
    • Communicate effectively both orally and in writing
    • Maintain confidentiality when dealing with sensitive and complicated payroll issues
    • Provide excellent and courteous customer service and establish and maintain effective working relationships.


    Examples of Experience/Education/Training

    The knowledge, skills and abilities listed above may be acquired through various types of experience, education or training, typically:
    One year of experience as a Senior Account Clerk in the County of Monterey performing payroll related duties
    OR
    One year of experience in the processing of payroll for a government agency or private firm
    OR
    Completion of eighteen (18) semester units of college-level coursework in accounting, finance or other related field.

    CONDITIONS OF EMPLOYMENT:
    The required conditions of employment include, but are not limited to the following:
    • Successfully complete a background check to include fingerprinting
    • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
