The Position
PROMOTIONAL AND OPEN EXAMINATION - ONE YEAR PROBATIONARY PERIOD
Positions in this general employee classification perform routine fire inspection work, assist with hazardous materials inspections, participate in post-incident analysis, and perform plan checking duties.
Essential functions of the job include, but are not limited to, the following:
Inspects structures to gain compliance with Federal, State and local fire safety laws and regulations. Inspects and determines whether fire protection systems are properly designed, installed and maintained.
Interprets fire and life safety laws and regulations and provides technical advice and assistance to the general public and other City Departments, architects, contractors, engineers, builders, and owners. Evaluates and analyzes plans, structures and processes to ensure adequate fire protection and conformance with Federal, State and local fire safety laws and regulations.
Conducts post fire analysis to address fire prevention issues and follows through with code enforcement.
Conducts fire prevention training activities for Fire Department personnel. Speaks to public groups about fire and life safety and Fire Department operations. Participates in a continuous program of fire and life safety education in the community and coordinates fire prevention activities with other City departments and public agencies.
Inspects business occupancies handling, storing or using hazardous materials to review and verify business emergency plans and chemical inventories, proper storage practices including secondary containment of storage areas/containers, hazard communication labels and materials safety data sheets and industrial waste processes.
May assist with code enforcement activities related to environmental management, industrial waste, some Certified Unified Program Agency (CUPA) elements, hazardous materials, underground storage tanks, and aboveground storage tanks.
Assists customers in finding solutions to code problems or other technical and operational difficulties.
Performs independent research, makes public presentations, attends meetings, prepares and maintains associated reports and records, and makes recommendations. Assists in establishing effective office and field procedures.
Keeps abreast of emerging trends and practices in all aspects of fire prevention.
Drives on City business.
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
May have the opportunity to participate in related Departmental cross-training efforts. Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers.
Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.
Performs related duties as assigned or as the situation requires.
Minimum Requirements
An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Experience
One year of experience performing responsible fire prevention or related inspection work is required.
Plan examiner experience is highly desirable.
Education/Training
Successful completion of the following California State Fire Marshal certified courses is required: Fire Inspector 1A, 1B, 1C and 1D prior to the completion of the probationary period.
Note: Candidates who have completed Fire Prevention 1A, 1B and 1C prior to 2016 will be considered to have met the requirement for Fire Inspector 1A, 1B, 1C and 1D.
Associate's Degree in Fire Protection Administration, Fire Protection Engineering, Forestry, Environmental Health and Safety or a related field is desirable.
License(s)/Certification(s)
Valid California Class C Driver's License.
California State Fire Marshal Plans Examiner 1A - 1C is highly desirable.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
Special Condition TATTOO POLICY: Unless otherwise exempted, no employee of the GFD shall have any "visible" tattoos or other skin markings. Tattoos, or other skin markings, shall be covered while on duty with a long-sleeved uniform shirt, long-sleeved work t-shirt, work pants, sweat pants or a tattoo wrap/sleeve (100% cotton-NFPA compliant) approved by the Department. Cosmetic tattoos on the face (e.g. eye brows, eye liner, and lip liner) and wedding band tattoos on the ring finger will be reviewed by the Fire Chief on a case by case basis. Background Investigation
A comprehensive background investigation will be conducted on all finalists, which will review and verify personal history including, but not limited to, financial responsibility, criminal history, drug use history, driving record, and verification of application materials. Significant issues or omissions in the above-stated areas may be grounds for disqualification. Background investigation will include Livescan fingerprinting and a polygraph.

Selection Process
EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the selection process.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess and evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
