    ABOUT THE POSITION

    The Clark County Clinical & Community Services Department is seeking qualified candidates to apply for the Management Analyst I/II position. This position will be supporting fiscal, grants, contracts, and/or Medicaid program operations. This role provides assistance in critical administrative functions, including fiscal management, Medicaid/Medicaid billing and compliance, grants coordination, and contract administration. The ideal candidate will have a strong foundation in Medicaid, public sector fiscal operations, regulatory compliance, training and development, grants and contracts. Successful candidate will play a key role in promoting operational efficiency, fiscal accountability, and programming integrity across their respective areas. This inclusive recruitment will be used to fill vacancies in multiple functional units.

    Contracts Unit : Management Analyst I/II assigned to the Contracts Unit will provide guidance and support on scopes of work, amendments, data gathering and analysis, purchasing requirements, Board of County Commissioners ( BCC) submissions and compliance, as well as fiscal and contract monitoring activities. In this role, candidate will regularly collaborate with community program providers and multiple internal County departments. This role will be a member of the Clark County Clinical & Community Services Contract Compliance & Management Team and reports to the Senior Management Analyst overseeing the unit.

    Fiscal Unit : Management Analyst I/II assigned to the Fiscal Management Unit will support financial operations, including budget development, expenditure monitoring, forecasting, reconciliation, and reporting. Responsibilities include ensuring fiscal accuracy and compliance with County, State, and Federal guidelines, conducting financial analyses, and preparing detailed reports to support data-driven decision-making. In this role, you will collaborate with internal departments and external partners to help maintain fiscal accountability. This position will be a member of the Clark County Clinical & Community Services Fiscal Team and reports to the Senior Management Analyst overseeing the unit.

    Grants Unit : Management Analyst I/II assigned to the Grants Coordination/Management Unit will will support grant development, application, tracking, and reporting functions. Responsibilities include monitoring grant compliance, preparing fiscal and programmatic reports, ensuring adherence to funding requirements, and assisting program teams in achieving grant objectives. In this role, you will collaborate with County departments and external funding partners to support grant performance and sustainability. This position will be a member of the Clark County Clinical & Community Services Grants Coordination & Management Team and reports to the Senior Management Analyst overseeing the unit.

    Information Technology : Management Analyst I/II assigned to the Information Technology/Business Analytics/Continuous Quality Improvement Unit will support departmental technology systems, data analytics, and performance improvement initiatives. Responsibilities include assisting with IT operations, system optimization, reporting, quality assurance, and process improvement; supporting electronic health and business systems, system upgrades, user access, backups, disaster recovery, and coordination with County IT; and conducting operational analyses, monitoring performance metrics, ensuring data integrity, and supporting regulatory compliance. In this role, you will also collaborate with clinical, fiscal, and administrative staff, as well as external partners, to support data-driven decision-making, operational efficiency, and continuous improvement. Candidate will be a member of the Clark County Clinical & Community Services IT/CQI/BA Team and reports to the Senior Management Analyst overseeing the unit.

    Medicaid Unit: Management Analyst I/II assigned to the Medicaid/Billing Program Unit will support of all Medicaid operations, billing/authorization processes, and Medicaid compliance. Responsibilities include assisting with provider credentialing, ensuring accurate and timely billing submissions, monitoring reimbursement trends, identifying process improvements, and maintaining compliance with federal and state Medicaid regulations. In this role, you will collaborate with clinical, fiscal, and administrative staff, as well as key state and federal Medicaid partners, to support efficient and compliant billing practices. This role will be a member of the Clark County Clinical & Community Services Medicaid Services Team and reports to the Senior Management Analyst overseeing the unit.

    Management Analyst I: $32.77 - $48.43 Hourly
    Management Analyst II: $35.35 - $52.32 Hourly

    The Management Analyst I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Management Analyst II.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.

    Human Resources reserves the right to call only the most qualified applicants to the selection process.
    Some positions may be used to fill term Limited-Permanent positions. The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment. The successful selected candidates will be eligible for benefits during the duration of employment.

    Some positions may be Grant Funded. Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

    MINIMUM REQUIREMENTS

    Education and Experience:

    Management Analyst I - Bachelor's Degree in Business or Public Administration or a related field. Full-time administrative experience in a field related to the work may be substituted for the degree on a year-for-year basis to a maximum of two (2) years. An appropriate advanced degree is desirable.

    Management Analyst II - In addition to the above: Minimum of one (1) year of full-time professional experience in performing administrative, budgetary, operational or similar analyses and studies. Experience in a public agency setting is desirable.

    EXAMPLES OF DUTIES

    • Plans and organizes administrative, operational, budgetary or other studies related to the activities or operational area to which assigned.
    • Determines analytical techniques and data gathering processes and obtains required information for analysis.
    • Analyzes alternatives and makes recommendations regarding such matters as organizational structure, team and quality improvement alternatives, budget development and administration, staffing, facilities, productivity, and policy and procedure development and implementation.
    • Oversees ongoing departmental areas such as directing departmental capital improvement inventories, developing departmental funding sources and accounting and project control systems.
    • Confers with management and operational staff and assists in implementing changes resulting from such studies and analyses.
    • Assists with and performs specific management support activities such as coordinating and preparing Board agenda items, coordinating departmental budget development and administration, reviewing and assessing proposed legislation, coordinating the development of departmental automated systems and representing the department head and others as specified.
    • Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public.
    • Provides liaison and staff support to a variety of committees and commissions.
    • Negotiates and administers a variety of agreements and service contracts.
    • Maintains accurate records and files related to the areas of assignment.
    • Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Completes informational surveys; prepares and submits reports to various regulatory agencies, funding sources and other organizations.
    • May direct the work of professional, technical or office support staff on a project or day to day basis.
    • Uses standard office equipment including a computer, in the course of the work; may drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off-site meetings and visit various work sites.
