    The Mental Health Co-Responder Clinician Supervisor is part of the Jefferson County Sheriff’s Office (JCSO) Mental Health Co-Responder Team. The purpose of the Co-Responder program is to provide support for the JCSO in addressing behavioral health related matters in the community, with the goal of diverting these issues away from traditional law enforcement responses and reducing behavioral health-related calls for service. The supervisor’s main duties are direct oversight and development of the Co-Responder program. Responsibilities include on-scene support to complex calls, threat assessments cases, staff supervision, and providing on-going department and team training. This includes preparing legal documentation for transfer of individuals to appropriate levels of care such as mental health holds (M1), court ordered mental health evaluations, and coordinating direct admissions with community partners.

    • Manages intra-department relationships for the JCSO and people in crisis, including Detentions and Animal Control. Coordinates with the JCSO jail, hospitals, crisis/detox centers or other community partners for the purpose of continuation of care and smooth transition for clients. Works in partnership with Patrol Supervisors.
    • Oversees the development and implementation of the JCSO Co-Responder Program. Supervises policies and practices, case management and related programs. Reviews legal documents to ensure legal requirements along with ethical standards are met. Provides training for public meetings, law enforcement academies, citizen academies, and patrol units regarding mental health response in unincorporated Jefferson County. Monitors the community’s needs and make adjustments or improvements to the team’s response; establishes and maintains contact with key stakeholders both within the County and with community partners to report on Co-Response efforts. Builds and maintains a relationship with higher educational organizations.
    • Oversees decisions made for mental health holds (M1), court ordered competency evaluations, emergency commitments, and extreme risk protection orders.
    • Manages current best practices to implement mental health and safety procedures. Provides education to the staff to stay current on new laws and regulations regarding these measures. Ensures ethical compliance and best practices in terms of interventions utilized with individuals and families Co-Response contacts.
    • Oversees budget and data analysis for the Co-Response program including grant management.
    • Implements and maintains a records management system specific to Co-Response that complies with all client privacy protocols. Manages data collection, input/output analysis and reporting to ensure proper monitoring and utilization of the program. Provides reports and recommendations to the JCSO for consistent improvement and growth of the program.
    • Provides clinical supervision and training for staff including field observation and on-scene coaching utilizing clinical supervision, case consultations, field observation and documentation. Provides consultation on complex cases for other Co-Responders, patrol deputies, and detectives.
    • Provides direct services for people in crisis. Maintains a small caseload of high-risk or high-utilizing clients applying principles of solution-focused interventions to find long-term care options for these individuals. Responds on scene for higher risk calls or unclear M1 situations to provide clinical judgment to inform those involved on scene of most appropriate level of care options.
    • May be asked to participate in after-hour phone consultations with their team members or deputies.
    • Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

    Required
    • Valid Colorado driver’s license at hire.
    • Current license in good standing with the State of Colorado as a Psychologist, Licensed Clinical Social Worker (LCSW), or Licensed Professional Counselor (LPC).
    • Supervisory experience of small groups within a large organization.
    • Understanding of medical record keeping platforms and the federal and state guidelines regarding information collection, retention, and release.
    • Experience working with community behavioral health treatment systems and supportive services.
    • Organizational skills with the ability to manage budgets, grant application and reporting requirements, schedules, data analysis and other clerical duties.
    • Ability to respond to in-progress crisis situations and effectively communicate with team members, law enforcement and people in crisis.
    • Experience and comfortability with individuals diagnosed with serious and persistent mental illness (SPMI), personality disorders and other conditions as outlined in the DSM-5.
    • The Co-Responder team operates seven days a week with coverage from 6:00 A.M. to 1:00 A.M. This position requires work outside of normal business hours, weekends, and holidays.
    • Co-Responders are required to wear ballistic vests provided by JCSO while on-scene.
    • On-call rotation may be required.

    Preferred:
    • Doctorate’s degree.
    • Experience working and collaborating with law enforcement officials professionally.
    • Experience supervising individuals working in a clinical, co-response, or related crisis service position.
    • Experience in program development and conducting professional training.
    • Certified Addiction Technician (CAT), Certified Addiction Specialist (CAS), or Licensed Addiction Counselor (LAC) in addition to primary licensure.

    • Grant writing/management training/experience
