    This position is located in Nashville, TN area.
    Position
    The Tennessee Comptroller of the Treasury is seeking a Chief Appraiser to coordinate and perform advanced appraisal work with an emphasis on commercial/industrial real property. As the Chief Appraiser within the Division of Property Assessments, you will provide appraisal assistance to local governments for property taxation purposes, coordinate the preparation and presentation of appeals, and coordinate the appraisal analysis efforts regarding commercial/industrial properties in cyclical revaluations across the state.

    Key responsibilities will include:
    • Collaborate with division leadership to establish strategic goals and action items that ensure fair and equitable assessments on a statewide basis through optimized standard operating procedures and sound appraisal practices.
    • Provide recommendations for improvement on valuation methodologies to division leadership for statewide consistency and equity.
    • Identify, coordinate, and defend major appraisal units that affect valuation practices statewide. Examples include Subsidized Apartments, LIHTC properties, leaseholds, minerals, appealed properties across the state, unique properties, and other properties as assigned.
    • Assess and communicate risks to fair and equitable assessments across the state. Take action to document and mitigate identified risks.
    • Represent the division in appraiser expert analysis for testimony or legal proceedings.
    • Coordinate with the Office of General Counsel on all matters requiring legal assistance during the appeal process, including developing standard letters such as discovery requests, filing motions and briefs, developing appeal strategies, and interpretation of law.
    • Maintain a statewide database that tracks the appeals and results of properties for which the office provides assistance with appeals.
    • Provide training to State and County staff on the valuation practice and procedure for complex property.
    • Assist in development of appraisal-related rules to be considered for adoption by the State Board of Equalization.
    • Communicate clearly and frequently with leadership, team members, and customers while employing a high degree of tact and diplomacy in all interactions.

    Qualifications
    You are qualified for this position if you meet the following criteria:
    • Graduate of an accredited college or university with a bachelor's degree in public administration, business administration, real estate, or a related field
    • Seven years of commercial appraisal experience
    • State Certified General Appraiser
    • Strong communication skills
    • Organizational skills and attention to detail
    • Microsoft Office
    • Valid US driver's license
    The following criteria are preferred, but not required:
    • MAI designation
    • IAAO Certified Assessment Evaluator (CAE)
    • Accredited Senior Appraiser (ASA) designation

    Other combinations of education and experience, if evaluated as equivalent, may qualify an applicant for consideration.
    Travel
    The Chief Appraiser will be required to travel throughout Tennessee. Travel is estimated to be 20%. Overnight travel is required within the state. Work related travel is reimbursed and use of your personal vehicle may be necessary.
