POSITION OVERVIEW
DL Martin Company is a Machining, Manufacturing and Fabrication Company. The Aerospace & Defense Program Manager serves as the main point of accountability for post-award execution of all DoD and related contracts. This role is the operational hub connecting Shop Floor, Quality, Engineering, Purchasing and Planning - ensuring that contract requirements are translated into effective production plans and driving each program from award through on-time, on-budget delivery through the support organizations mentioned previously.
The ideal candidate brings a blend of program management discipline, working knowledge of DoD manufacturing, and organizational credibility to work with cross-functional teams in support of contract objectives. This is a senior individual-contributor role with direct visibility to the top level of the organization and significant influence over contract profitability and customer relationships with DCMA, DoD, and prime contractor representatives. Will also be directly involved with the shop floor team.
KEY RESPONSIBILITIES
Contract Intake & Planning
• Serve as the primary internal focal point upon contract award, leading detailed review of contract requirements with relevant parties - including prints, drawings, schematics, DCNs, and applicable Military Standards (Mil-Std).
• Translate contract scope, schedule, and quality requirements into actionable manufacturing execution plans that account for FAR/DFARS obligations and customer-specific flow-downs.
• Identify contract risks early and develop mitigation strategies in coordination with the Contract Officer.
Cross-Functional Coordination
• Act as the day-to-day coordinator across Production Control, Engineering, Quality Assurance, and Purchasing - ensuring all support functions are aligned to contract priorities and milestones.
• Drive material readiness by partnering with the Purchasing Manager to confirm raw materials and components are sourced, verified to MIL Standard/Specification, and delivered within required timelines.
• Collaborate with Production Supervisors and machine planners daily to assess manufacturing status, remove bottlenecks, and keep execution on schedule.
Customer & Government Interface
• Serve as D.L. Martin Co.'s manufacturing-side interface with DCMA QARs and DoD/prime contractor customer representatives - coordinating inspections, managing audit engagement, and communicating proactively on schedule and quality matters.
• Support the organization in refining contract details and resolving interpretation questions that affect production planning or delivery commitments.
Performance Monitoring & Reporting
• Provide structured weekly status reporting on all active U.S. Government contracts to the Director, Aerospace & Defense, covering delivery, quality, cost, and risk posture.
• Track contract-level cost and profitability, escalating concerns and driving corrective action as needed to protect program performance.
• Ensure inspection, measurement, and test equipment across production is maintained, calibrated, and fit for use in compliance with contract and quality system requirements.
Quality & Compliance
• Ensure execution of every contract in full conformance with applicable U.S. Government quality standards and D.L. Martin Co.'s Quality Management System (QMS) and Environmental Management System (EMS).
• Maintain working knowledge of government shipping requirements (Mil-Std-2073) and coordinate with Warehouse Personnel to ensure compliant packaging and delivery on every contract.
• Support document control and configuration traceability throughout the contract lifecycle.

Required Experience & Knowledge
• Familiarity with manufacturing and machining operations sufficient to engage credibly with Production Supervisors and planners.
• Demonstrated experience managing post-award execution of contracts. Best - In an A&D manufacturing environment. Added understanding with Tier Level or Prim suppliers, U.S. Government or as a Prime contractor.
• Basic understanding of FAR, DFARS, and applicable quality standards governing DoD contract performance.
• Ability to read and interpret government drawings, G&DT (ASME Y14.5), schematics, DCNs, and associated Military Standards.
• Hands-on experience interfacing with DCMA QARs or DoD/prime contractor customer representatives.
• Strong project planning and execution skills - demonstrated ability to build schedules, manage to milestones, and drive accountability across teams.
• Familiarity with manufacturing and machining operations sufficient to engage credibly with Production Supervisors and planners.
• Experience with purchasing concepts, raw material sourcing, and RFQ processes in a government-regulated environment.
• Understanding of quality assurance principles and inspection practices in a Mil-Spec production environment.
• Proficiency in document control, configuration traceability, and records management per contract requirements.
• Experience coordinating government-compliant packaging and shipping per Mil-Std-2073 or equivalent.
Preferred Qualifications
• Bachelor's degree in Engineering, Operations Management, Business, or a related field - or equivalent combination of education and experience.
• PMP, DAU-equivalent, or other recognized program/project management certification.
• Experience with AS9100-certified or ITAR-regulated manufacturing environments.
• Familiarity with ERP or MRP systems used for production scheduling and inventory control.
