    Bachelor's degree relevant to the subject area of this contract from a college or university accredited by a body recognized by the U.S. Department of Education.

    Experience in lieu of Education. Individuals with prior military experience in a related field with an additional 5 years of related

    experience for a total of 17 years.

    Required Experience

    • A minimum of 12 years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years.
    • Experience using open-source intelligence software tools.
    • Analytical experience dealing with identifying / detecting, targeting, and interdicting terrorist and/or criminal finance activities, and networks. Experience shall include entity level network analysis, and may include human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR).
    • Experience providing support to law enforcement agencies in an investigative or analytical capacity, and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data.
    • Experience conducting meta-data analysis exploitation, typically found in analysts who have experience supporting operational units.
    • Competent in utilizing Specialized Intelligence Analysis tools (i.e., JWICS level geospatial and communications tools and datasets).
    • Competent in utilizing Intelligence Report Aggregators/Automated Message Handling System search tools (i.e., TAC, RMT, and NGT, Horizon).
    • Competent in utilizing Intelligence Data Visualization Tools (i.e., Google Earth, and, Analyst Notebook, Target Cop).
    • Proficient in utilizing the Microsoft Office suite applications.
    • Proficient in utilizing existing and new analytical tools to effectively exploit raw financial data, business registry, Block Chain, and corporate company data.
    • Skilled at implementing and utilizing best practices, proper tradecraft and determining relevancy of information disseminated against the standards set forth by the USG.
    • Possess experience with reviewing, prioritizing, and managing submitted requests.
    • Understand interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary amongst the interagency to share said data.
    • Understand relevant DoD intelligence and intelligence oversight policies, procedures, and requirements.
    • Experience providing support to collaborative interagency processes in support of DoD missions, U.S. Government agencies, and/or partner nations to target and disrupt networks that threaten U.S. national security interests.

    Preferred Experience

    Experience with cryptocurrency analysis is highly desired.

    Responsibilities:

    SANCORP is seeking a Counterdrug/Tactical Operations Center SME in support of Narcotics and Transnational Crime Support Center (NTC) Analytic Support. The following are examples of responsibilities:

    • As a SME, provide the full range of professional expertise on CN, CT, CTF and C-TOC activities in support of the NTC mission, with particular emphasis supporting the various interagency partners (e.g., Department of Justice, the Drug Enforcement Administration, the Department of Homeland Security, Homeland Security Investigations, the Federal Bureau of Instigations, and Office of Foreign Assets Control, the Department of the Treasury.
    • Provide support to the collaborative interagency process, supporting DoD missions, USG agencies, and/or partner nations in order to target and disrupt networks that threaten U.S. national security interests.
    • Serve as the advisor to the Director, NTC, NTC Senior Steering Committee (SSC), NTC Deputy Steering Committee (DSC), Senior Staff, Branch Chiefs (BC) and analysts on support to CN, CTF, C-TOC, and LE investigatory and regulatory efforts. Possess a deep understanding of how the missions, structures, leaders, and cultures of the various Law Enforcement CN, CT, CTF, and C-TOC components interact and connect; synthesize resources, information, and other inputs to effectively integrate and align components and USG interests and activities to achieve community wide, national, or international priorities.
    • Provide advice, subject matter expertise and makes recommendations to the Director, NTC, NTC SSC and DSC, NTC Senior Staffs, and NTC BCs on current CN, CTF and CTOC developments; providing knowledge transfer with DoD and LE personnel; identifying and explaining transnational investigations targeting major illicit trafficking; narco-terrorist and other transnational criminal organizations; and emergent money laundering schemes; integrating threat finance into planning efforts; shaping action plans; and supporting implementation, as directed.
    • Monitor and interpret US and foreign partner CN, CT, CTF and C-TOC/LEA policy, strategy, objectives and developments for the NTC on the basis of personal knowledge, experience, research, and analysis.
    • Independently conduct community engagement/community relations in support of NTC mission, objectives, and operations; to include:
    • Conduct liaison and outreach, and continuous engagement with various stakeholders, including current and potential mission partners, to foster relationships, discover, and leverage operationally relevant information, capabilities, and capacities. This includes representing the NTC at high-level meetings, conferences, and working groups with DOD/LE/IA, academia, non-Governmental entities, international organizations, and the business community, to support NTC's interests and objectives.
    • Increase community awareness and understanding of the NTC, its missions, activities, policies/procedures and requirements.
    • Provide objective and specific feedback from customers to determine where NTC needs to adjust and/or improve.
    • Review and evaluate support to LE/IA investigations, operations, projects and programs with NTC DO/DI and subordinate action officers to ensure understanding or requirements and desired mission end state and supporting objectives.
    • Identify redundancies and gaps, devises strategies to address gaps, and advises the DSC on gaps and shortfalls in analytic/operational capabilities across the NTC and Community of Action.
    • May conduct all-source analysis of world-wide drug related issues to include, but not limited to, TOC, CD, and drug trafficking organizations (DTOs), DTO operations, internal security, methods, organizational facilities, personalities involved in drug production, processing, flow and narco-terrorism. Provide operational CD intelligence support both to DoD elements performing drug detection and monitoring missions and to U.S. and international law enforcement agencies involved in drug interdiction and anti-kingpin missions. Perform predictive analysis on the flows and patterns of TOC, CD, and DTOs and follows drug related corruption influence.
    • Work closely with the DSC, NTC senior staff, and NTC Support Teams to develop and coordinate communications products and materials to support NTC operations, including researching, creating, and presenting speeches, presentations, plans, and briefings, to effectively communicate NTC operational efforts and support high-level visits, program evaluations, and other key initiatives.
    • Serve as a special projects officer to the DSC, NTC management; advise on issues concerning CN, CTF, and C-TOC support to the DoD force. Support critical strategic initiatives, special functions and activities.
    • Support the NTC on advisory councils and maintain close relationships with key players within the greater Community of Action (LEA, IA, DoD, IC, Foreign Partners).
    • Assist the Government/NTC in providing and identifying formal and informal training specifically addressing LE, regulatory, and administrative aspects of the C-TOC, CN, and CTF mission sets.
