    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    This is a highly responsible leadership position, reporting to the Library Services Manager. The position is responsible for the management and administration of all aspects of the Library's Collection Management department, including the following: collection development, ordering, receiving, cataloging, and processing of all new library materials, maintaining accurate bibliographic and authority records, repairing damaged library materials, and managing materials received or sent via interlibrary loan.

    This position may occasionally work some evenings and weekends. In addition to serving as the Collection Development Coordinator, this position is also a key member of the Westminster Public Library leadership team, supporting library wide projects and initiatives.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    • Gather, compile, and analyze statistics and data relevant to collections to assist with budget and strategic recommendations and/or in response to request for reports
    • Analyze and respond to data and community trends to drive purchasing decisions to ensure a highly utilized collection
    • Demonstrate proficiency with word processing, spreadsheets, and other specialized library software

    Essential Job Functions, Duties, Responsibilities, and Tasks
    Supervises professional, paraprofessional, clerical staff, and volunteers within Collection Management, and assesses priorities and assigns work to support staff based on Division priority needsPlans, organizes, and administers work, policies, and procedures governing the Collection Development functions of the Library, including:
    • Working with various library material vendors to obtain high-quality materials in a timely manner, and at the lowest possible cost
    Overseeing the activities of collection development, acquisitions, cataloging, processing, serials, database maintenance, and interlibrary loanCataloging library materials using AACR2, Library of Congress subject headings, Dewey Decimal, and Library of Congress Classification SystemsOversees and manages projects, coordinating with other work groups as appropriatePerforms administrative duties including budgeting, long-range service planning, managing financial resources, purchasing, and report writingParticipates in the work of the Library Management Team, which is responsible for the planning and implementation of the Division's goals and objectivesConsults with Public Services staff to assist them in the development of plans and programs for improving library servicesMust possess a valid driver license, provide proof of a safe driving record, and maintain a safe driving record for continued employmentMaintains regular and punctual attendance Other Duties and Responsibilities
    May occasionally assist in providing direct service to patrons of all ages, by serving in a reference, readers' advisory, programming, and/or circulation capacity on an as-needed basisServes as acting Library Services Manager as assigned Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :
    • Graduation from a four (4)-year college or university
    • Master’s Degree in Library Science from an ALA-accredited program or an equivalent combination of education, training and experience
    • Three (3) years of public library experience at a professional level
    • Supervisory experience
    • Completion of course work in cataloging using the Dewey Decimal and Library of Congress Classification System with at least one (1) year cataloging experience with the Dewey Decimal System
    • Must possess a valid driver license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
    Preferred :
    • Experience with other aspects of technical services, collection development, budget planning, and administration
    • Some level of experience in reference and/or readers' advisory services
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    Work performed is physical in nature, and involves sufficient physical strength and stamina to:
    • Occasionally sit and stand in one area to perform customer service, and book check-out and check-in
    • Constantly standing and walking throughout a multilevel public library facility
    • Frequent crouching, squatting, bending, and twisting to shelve books from floor level to above head; frequent climbing and balancing to use stepstools and ladders, and climb stairs
    • Constant light grasp to prepare returned and new material/books for checkout and patron use, and constant reaching at waist level to return material to proper shelves
    • Frequent firm grasp, pinching/fine motor skills to prepare material/books and reaching overhead to stock books
    • Constant near acuity to read computer screens, and book and shelving labels
    • Frequent hearing to communicate with public, staff, and vendors
    • Frequent lifting of up to 40 pounds from ground to waist to move returned books to check-in area; frequent lifting of up to 20 pounds from ground to overhead to return books to stacks and stock supplies and materials; occasional carrying of up to 40 pounds 200 feet to move books and material; occasional pushing and/or pulling of up to 150 pounds up to 200 feet with cart throughout multilevel public use library

    WORKING CONDITIONS
    Work is constantly performed indoors in a public library setting. This position involves high public contact and mobility through a multilevel public use facility.
    Required Materials and Equipment
    Frequent use of telephones, computers and databases (including on-line searching), keyboards and computer mouse, telephones, personal computers, fax machines, photocopiers, microform equipment, scanners, bar code readers, book security system equipment, servers, and various electronic and audio-visual equipment. Regular use of personal transportation to the library's various facilities and other locations in the provision of regular library services and programs.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
