  • Job Description

    Overview

    The Construction Superintendent will manage the resources (personnel, funds, equipment, etc.) for sections within the Departmental Division. This position is responsible for managing construction projects, leading and overseeing construction crews for the various CIP/Street Improvement Projects and needed main extensions. As well as managing the budget for construction, purchasing and inventory control for construction projects. The Superintendent is responsible for interviewing and hiring employees; planning, assigning and directing work.

    Responsibilities

    • Ensure construction for new developments, street improvement projects and needed main extensions are completed on time

    • Review projects for impact on existing infrastructure

    • Plan and coordinate needed gas infrastructure for developers and contractors

    • Coordinate with Leak Crew Foreman on needed adjustments to infrastructure

    • Ensure projects are completed on time and within budget

    • Ensure that all work performed within the area of responsibility is in accordance with Department Standard Operating Procedures and applicable TRRC/PHMSA Rules and Regulations

    • Prepare and implement the Annual Workplan for the Construction Division

    • Prioritizes work and backlog to meet the goals for Annual Workplan for the Construction/ Engineering and Design Division

    • Plan and implements process improvements

    • Supervise staff and provide constructive feedback

    • Ensure quality standards are met, and all equipment and material are always available onsite

    • Develop the Annual Workplan for RRC Facility Replacements

    • Implement and monitor corresponding elements from the Annual Workplan

    • Develop and implement the elements for Gas Department Business Plan

    • Set performance goals and deadlines

    • Develops and monitors Capital Improvements Projects and other related Project Work

    • Plan inspections and obtain construction permits from local authorities

    • Approve Standard Operating Procedures (SOPs)

    • Perform checks on processed overtime, vacation requests and other leave requests

    • Implement and execute crew and employee performance reviews

    • Implement safety and quality guidelines

    • Review and approve proposed and executed expenditures

    • Track material stock and orders

    • Reviews invoices and ensures payment to service providers

    • Reviews and approves Procurement Card purchases (P. Card)

    • Develops proposed budget for assigned sections to ensure that enough resources are allocated to meet goals from Annual Workload Plan for the Construction/ Engineering and Design Division

    • Monitor expenses, manage the purchasing and inventory of needed materials

    • Develop costs for projects

    • Performs other duties as needed

    Position Type and Typical Hours of Work

    • Exempt - Full-Time - Monday - Friday 8:00am - 5:00pm

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • Bachelor's Degree (BA/BS)

    • Five (5) years of experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

    Preferred

    Knowledge of the following:

    • ESRI - Geoprocessing Scripts Using Python

    • Programming ArcObjects with VBA

    • ArcInfo using ArcTools

    • ArcGIS II (for ArcView 8, and ArcInfo 8)

    • Specific vocational, administrative, or technical nature

    • Appropriate certification may be awarded upon satisfactory completion of advanced study or training

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
