    THE IDEAL CANDIDATE The Stanislaus County Office of Emergency Services is recruiting a well-qualified applicant that has a passion and interest for emergency preparedness programs, is an energetic and organized multi-tasker, able to balance community needs with office and program goals, works effectively in a collaborative environment where risk-taking and new ideas are encouraged, possesses excellent communication skills, can maximize community participation in emergency preparedness programs, and works cooperatively and collaboratively with a wide variety of people. This position requires the ability to work nights, weekends and holidays as needed.

    THE POSITION
    Under the general direction of the Deputy Director of Emergency Services/ Deputy Fire Warden, the incumbent is responsible for planning, organizing, and coordinating Countywide emergency management and disaster mitigation activities. The position oversees and coordinates interdepartmental, multi-discipline and multi-jurisdictional all-hazard planning activities and related duties as well as provides technical advice to County departments. The position provides technical expertise in the development of emergency response plans and implementation of related preparedness, public education and training programs to increase citizens' preparation for disasters and acts as liaison with local, County, State and federal agencies involved in emergency preparedness and disaster planning.

    Typical Tasks

    • Coordinates personnel, communications and resources to promote adequate preparedness for natural, environmental, terrorist or other emergencies;
    • Coordinates planning activities with local, State and Federal personnel, agencies, programs and systems to assure a timely, organized and effective response to emergency disasters;
    • Coordinates the Emergency Operations Center;
    • Provides information to County personnel, special districts, outside organizations and the public regarding emergency response planning and systems;
    • Maintains current knowledge of laws, codes, rules, regulations and pending legislation related to emergency preparedness systems;
    • Develops emergency plans consistent with state and federal laws and regulations;
    • Develops relationships with outside organizations involved in emergency preparedness and response and maintains close working relationships to ensure rapid and coherent response in emergency situations;
    • Represents the County Office of Emergency Services;
    • Serves as liaison with a variety of public and private organizations and volunteer and citizen groups, service providers, County agencies, County emergency services response teams, state authorities and consultants involved in emergency service projects;
    • Participates in community and professional groups and committees; and
    • Participates in the preparation and administration of assigned budget; submits budget recommendations and monitors expenditures.
    • Perform 24-hr duty officer rotation for emergency services responsibility.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • The techniques of employing available resources; Principles and practices of disaster preparedness; Planning, program development and management;
    • Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and the Incident Command Systems (ICS);
    • Interrelationships, responsibilities, goals and functions of local, state and federal government related to emergency management;
    • Federal, state and local laws, codes, ordinances, standards, rules and regulations related to emergency management, planning, response and recovery, and mitigation; and
    • Particular emergency and natural disaster hazards which may affect the emergency planning needs of a county.
    SKILLS/ABILITIES
    • Administer and manage emergency management projects and programs;
    • Deal tactfully and effectively with a wide variety of government officials, civic groups, private vendors, the public and County staff to enlist their support and cooperation;
    • Utilize modern methods of communication to the public; Communicate effectively and professionally using social media;
    • Use multidisciplinary approaches to achieving goals and objectives; and
    • Act sensitively to social and cultural diversity with an awareness of societal vulnerability prior to and during disaster.

    • Associate’s degree or 60 semester units in public administration, emergency management or related field; and
    • Four (4) years of progressively responsible leadership or supervisory experience in emergency management in Office of Emergency Services, Fire, Emergency Medical Services or Law Enforcement, which was attained in California.
    Progressively responsible work experience as described above may substitute for education on a year-for-year basis.

    DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the "Duties" section of the online application.
    • Assigned to a local or state disaster incident command or Emergency Operations Center (EOC) within the last four (4) years.
    • Experience managing federal and State of California grant programs relevant to emergency management (such as FEMA, CalOES, and/or Homeland Security grant programs), including successful development and submission of grant applications, oversight of project implementation, timely completion of required reporting, and maintenance of full compliance with state and federal regulations.
    • Experience serving in a Public Information Officer (PIO) role within the California Standardized Emergency Management System (SEMS) or Joint Information System (JIS), and a documented record of managing public information for at least 2 emergency activations, exercises, or major public-safety events is preferred.
    • Possess a Certified CSTI Emergency Management Specialist Certificate
    • Possess a Certified Emergency Manager or State Equivalent Certificate

    Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.
