    Position Description

    The City of Fresno is recruiting for experienced Personnel Managers to administer, coordinate and lead the personnel functions for an assigned department, and to serve as a strategic partner on personnel matters.

    We are seeking dynamic leaders who are innovative, understands current employment laws and regulations concerning recruitment, risk management, and labor relations. This classification is responsible for a broad range of personnel functions including employee relations, employee selection, discipline, organization development, personnel and disciplinary investigations, and other administrative and analytical tasks for an assigned department. Incumbents will be responsible for maintaining a variety of records and files; provide assistance in resolving operational and administration issues; make and assist in the implementation of recommendations; participate in the budget development and administration; participate in special projects within assigned area of responsibility; perform research and analysis of new programs, services, policies, and procedures; and prepare and present reports.

    Incumbents will provide leadership in the development and assessment of operational goals and develop innovative approaches to empower employees to accomplish the department goals and mission; and will be expected to use sound judgment, encompass a high level of commitment to public service, demonstrate the ability to work well in a fast paced and demanding environment, and possess the initiative to complete projects. This position may exercise supervision over assigned staff.

    Key responsibilities of the position include, but not limited to:
    • Investigations: Conduct interviews for departmental level investigations; assist and coordinate with the City Attorney’s Office and Personnel Services; track cases, and prepare legal memos.
    • Employee Action Forms (EAFs): Prepare, review, and process EAFs requiring Director or City Manager approval; prepare all other department EAFs.
    • Employee Support: Manage department interactive processes (IP) with Personnel Services; track status of IP; track long-term absences, workers’ compensation, and fit-for-duty evaluations; serve as a liaison between department and the Risk Division; confirm Payroll aligns with accommodation and/or leave requests.
    • Labor Relations: Ensure compliance with MOUs; assist with grievances; and partner with Personnel Services and the Labor Division on departmental changes.
    • Performance Management: Prepare and track evaluations; review supervisor/manager evaluations; support employee development; and partner with the Training Division to ensure department staff attends mandated training.
    • Policies: Draft, review, and maintain department personnel policies for consistency and relevancy.
    • Staffing & Recruitment: Oversee vacancies, certified lists, hiring processes, contingent offers, reference checks, and onboarding; ensure department selection processes are consistent with City policy.
    • Personnel Actions: Enter requests for position conversions, requisitions, job offers, and evaluation data.
    • Safety & Compliance: OSHA and safety compliance; conduct reasonable suspicion.

    Current vacancies exist at the Fresno Animal Center and the Department of Public Utilities. This classification exists throughout the City; therefore, the City may choose to utilize this recruitment to fill future vacancies.

    This is an unclassified position in which the incumbent serves at the will of the Department Director.

    Qualifications

    Qualified Candidates Must Possess:

    - Graduation from an accredited college or university with a Bachelor's Degree in business administration, public administration, or closely related field;

    AND

    - Four years of progressively responsible professional personnel, management, or administrative experience. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years. Copy of degree and/or transcripts must be uploaded to the application.

    Possession and continued maintenance of a valid California Driver's License at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

    Qualified candidates certified for consideration will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

    BENEFIT

    DESCRIPTION

    HEALTH INSURANCE

    The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.

    FLEXIBLE SPENDING ACCOUNT

    IRS 125 Plan for health and dependent care expenses.

    DEFERRED COMPENSATION

    Voluntary 457 plan with Fidelity Investments to increase your retirement savings. The City will reimburse up to $75 per month if contributing $75 per month or greater.

    ANNUAL LEAVE

    Accrue 15.55 - 18.83 hours per month based on years of service not to exceed 840 hours and cash out provisions.

    LIFE INSURANCE

    Benefit equal to annual salary with a maximum of $150,000; premium paid by the City.

    MANAGEMENT LEAVE

    60 hours per fiscal year with cash out provisions.

    HOLIDAYS

    10 City-observed annual holidays plus birthday and 2 personal days.

    LONG TERM DISABILITY

    Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

    BILINGUAL PREMIUM

    $100 per month upon approved certification

    HEALTH REIMBURSEMENT ARRANGEMENT (HRA)

    Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.

    RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.

    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City.
