This is accomplished by responding to calls for service; performing traffic patrol; serving warrants; investigating accidents; investigating narcotics violations; performing civil processes such as serving legal documents, subpoenas and writs.LATERAL REQUIREMENTSMust have a minimum of 1 year of full-time law enforcement experience to include patrol and/or investigations. Lateral transfers will be offered a salary based on total years of experience in patrol and/or investigations.ESSENTIAL JOB FUNCTIONSInvestigates general complaints and emergency calls for service including but not limited to alarms, animal complaints, reckless driving, robberies, burglaries, kidnappings, assaults and murders.Completes reports, time sheets, required documentation and reviews videos in an organized, timely manner.Enforces all misdemeanor and felony laws of the State of Texas; apprehends, arrests and detains criminal suspects and violators of laws when necessary.Investigates automobile accidents and provides first aid when needed; enforces all traffic laws, including DWI investigations.Responds to and assists all other law enforcement agencies in the county when requested.Perform supervisory duties in absence of supervisor.Acts as animal control in the unincorporated areas of the county and contracted cities.Serves criminal warrants and civil documents, including conducting Sheriff's sales and execution of various writs.Collects evidence on the scene and processes evidence according to departmental protocol; serves as witness in court; provides evidence and testifies accordingly.Maintains weapons, vehicles and equipment in functional and presentable condition.Attend shift briefings, seminars and training sessions as required to remain current in knowledge of operations and remain up to date on new and changing laws.Responds to questions asked by the public and refers them to the proper person or agencies.Maintains required level of proficiency in the use of firearms and evasive action/driving skills.Works under stressful, high-risk conditions often alone or with little to no immediate back-up from other officers.Maintains continuing education hours prescribed by the Texas Commission on Law Enforcement.May perform warrant duties including locating and arresting or causing the arrest of people wanted on criminal warrants.Submits all required reports in a complete, legible, accurate and timely manner; submits all required warrant diligence in accordance with department policy.May perform civil process assignments, including ensuring proper delivery of subpoenas and writs related to protective orders, garnishments and sequestrations.Logs all received documents into the Sheriff's Office database; conduct research.Oversees removal of personal property in foreclosures but does not actually physically move property.Oversee the sale of personal or real estate property at public auctions.May perform drug interdiction activities, including initiating and completing investigations related to narcotic violations in and around Rockwall County.Conducts surveillance on target locations; conducts undercover operations in civilian clothes.Conducts traffic stops and performs consensual searches when appropriate; interviews sources for information; performs narcotic searches and inspections.May perform commercial vehicle enforcement assignment including enforcing traffic laws, commercial vehicle laws and safety by patrolling county roadways and highways.Weighs and inspects commercial motor vehicles; investigates on-scene fatalities and near-fatality accidents.Performs other duties as assigned.SUPERVISORY/BUDGET RESPONSIBILITIESThis position has no supervisory responsibility or budget responsibility.KNOWLEDGE, SKILLS, AND ABILITIESGeneral knowledge of Rockwall County regulations, policies and procedures; principles, practices and techniques of local government processes; Federal, State and local laws relative to county government; including the Texas Local Government Code.Good legal and procedural knowledge of the Texas Penal Code and Code of Criminal Procedure; strong knowledge of departmental procedures.Ability to read and interpret documents such as police regulations, operating instructions, legal documents and procedure manuals.Ability to write reports and correspondence; ability to effectively speak in front of the public and employees.Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.Ability to apply common sense and carry out instructions provided in written, oral or diagram form.Ability to deal with problems involving several variables in unusual situations; ability to respond to emergency situations at a moment's notice.Ability to operate a computer and software such as Microsoft Word and Excel, Open Fox, and RMS.MINIMUM QUALIFICATIONSHigh School Diploma or equivalent experience.Minimum of 21 years of age.Must be a U.S. citizen and a resident of the contiguous United States for a period sufficient to conduct a comprehensive background investigation. Consideration given for military overseas assignments.Basic Peace Officer's Certification through the Texas Commission on Law Enforcement (TCOLE) preferred.Upon hire date, if uncertified in Texas, you must meet TCOLE requirements for out-of-state peace officers or successfully complete the police academy and pass the TCOLE peace officer's exam.No worse than 20/100 vision rating in each eye, correctable to 20/20 in both eyes. The Rockwall County Sheriff's Office uses the Department of Transportation standard vision test. The exam includes moving your eyes left to right, up and down and able to see three different colors: red, yellow and green (just like a stop light).Must have normal hearing and normal color vision, with or without correction.Upon hire date, must obtain a Valid Class C Texas Driver's License.Ability to work a flexible schedule including weekends, holidays and in emergency situations as needed.WORKING CONDITIONSPosition performs work in an office, vehicle and outdoors with daily exposure to environmental conditions. Health and safety hazards are frequent and occur when in the field. Protective equipment includes Kevlar vest, reflective traffic vest, helmet, Taser, baton, radio and firearms. Vision, hearing, standing, walking, sitting, reaching, handling, kneeling, pushing/pulling, foot controls, bending, crouching, twisting and talking are constantly required.
