ACT therefore leads Alliance concept development, capability development, training and lessons learned initiatives and provides unfettered military support to policy development within NATO.The Strategic Plans and Policy (SPP) Directorate and the Defence Planning Integration Branch is currently focused on the implementation of the NATO Warfighting Capstone Concept (NWCC) and particularly the Rapid Adaptation of New Force Design Options.BackgroundThe NWCC is a 20-year vision for the development of NATO's Military Instrument of Power (MIoP). The NWCC, together with the Concept for Deterrence and Defence of the Euro-Atlantic Area (DDA), implement NATO's Military Strategy. NATO Heads of State and Government committed to the full implementation of both concepts at their summit meeting in 2021. They comprise the military adaptation component of the broader NATO Agenda 2030. ACT is implementing appropriate elements of the NWCC through the Warfare Defence Agenda (WDA). The Rapid Adaptation of Force Design Options seeks to accelerate the adoption of transformational force improvements, seizing every opportunity for efficient investment in new capabilities to augment the force with emerging and disruptive technologies particularly in the rapidly advancing areas of AI, robotics, and autonomy.The ISC (Innovation Solutions Catalogue) will be the tool to track the solutions to new Force Design Options. Driven by the Rapid Adoption Action Plan (RAAP) and the strategic need for continuous transformation, the notion of an Innovation Solutions Catalogue (ISC) was tabled. The RAAP and the Step 3 Capability Summary Report tasked IS-DPP and IS-D2IA with ACT in support. SACT agrees the idea to create an ISC and to develop and maintain the ISC for Allied input and use.TaskingsBeing under the responsibility of the SPP DPI BH and being involved in all aspects of SPP DPI ISC work, including developing the pilot Catalogue, populating the Catalogue with inputs provided by Allies, acting as a technical support desk, designing, implementing, and populating the production Catalogue (including its connectivity and data sharing with other relevant tools, as agreed with ISC stakeholders), collecting and assessing lessons identified from the pilot phase and applying them to the production catalogue, participating in working groups, liaising with ISC stakeholders (including NATO International Staff), and developing various ISC related products.Being assigned to the SPP DPI Branch to support the development and implementation of the ISC, as well as supporting ACT activity/work where ISC input is required.Leading the development work to implement a pilot of the ISC, based on unclassified information collected from Allies and other evidence, and doing so in accordance with the IS/ACT timeline.Populating the pilot ISC, in coordination with each Allied Single Point of Contact, using information from FLE, FLEX, and other sources to inform and facilitate decisions by NATO and Allied stakeholders regarding inclusion in the ISC.Acting as a Support Desk for any technical questions related to the ISC.Supporting the development, implementation, and population of the production ISC after the pilot phase, including consulting with ISC stakeholders (IS DPP, IS CDT, IS D2IA) to collect requirements related to design, functionalities, content, data exchange, and integration with tools such as NATO Industry Front Door, NATO Innovation Range, DIANA OS, CRIT, etc.Improving integration of ISC work into existing ACT and Alliance activities through stakeholder engagement and linking ISC efforts to other innovation work strands and tools.Attending weekly SPP DPI meetings (scheduled and unscheduled) at the direction of the BH, including one weekly SPP DPI meeting and one FLEX meeting, with impromptu meetings as required.Providing feedback clearly and concisely.Providing input on ISC and offering ideas and analysis.Understanding NATO's/ACT's strategy and mission.Sharing ideas with multiple stakeholders and gaining alignment.Collaborating with HQ SACT cross functional teams to contribute improved insights.Fulfilling other DPI related tasks directed by the SPP DPI BH.Looking beyond 2027 to developing plans to advance FLEX and ISC thinking across ACT and the Alliance.Conducting research to identify threats and opportunities.Constructing forecasts and analytical models.QualificationsDemonstrable experience (3 years or more ) in Enterprise Architecture, Systems Architecture, Programme Management, IT systems requirements or equivalent.University degree level education ( bachelor and/ or master) in a relevant field (Computer Science and Electrical Engineering, Information Sciences and Technology, Mathematics , Business Administration, etc.).Ability to participate effectively in high- level discussions , workshops , panels , etc. and prepare professional , high- quality documents for review .Experience working in defence environments or previous military experience.NATO SECRET security clearance .Capacity to work under general direction within a clear framework of accountability with substantial personal responsibility .Ability to effectively multi-task and prioritize in a fast- paced environment .Capacity to work effectively as the member of a multinational and multidisciplinary team.Execute a broad range of complex professional or technical work activities in a variety of contexts .Ability of disciplined and systematic approach to problem solving .Excellent ability of using contemporary office tools , including MS office and communications systems .Excellent written and oral skills.Creative and innovative thinking .#J-18808-Ljbffr
