Location: Silver Spring, MD (Onsite with limited telework)Employment Type: Full-TimeClient: NOAA Fisheries (NMFS), Office of PolicySecurity Requirement: Public Trust Eligibility Required (US Citizen)Position OverviewCASE is seeking a highly motivated Program Analyst to support the NOAA Fisheries Office of Policy. This position provides analytical, coordination, communications, and program support for high-priority Agency initiatives, including Executive Orders, seafood competitiveness initiatives, policy development, regulatory analysis, leadership governance activities, and emerging NOAA Fisheries priorities. The successful candidate will work directly with NOAA Fisheries leadership and subject matter experts across headquarters offices, regional offices, science centers, and partner agencies to support policy development, implementation, and strategic decision‑making. This role is ideal for individuals who enjoy solving complex problems, synthesizing information from multiple disciplines, and translating technical, legal, and policy concepts into clear, actionable recommendations.Key ResponsibilitiesPolicy Analysis & Strategic SupportConduct research and analysis of federal statutes, regulations, Executive Orders, policies, and agency initiatives.Develop policy memoranda, briefing papers, issue analyses, decision‑support documents, reports, and presentations.Analyze legislative, regulatory, and policy developments affecting NOAA Fisheries programs.Synthesize technical, scientific, legal, and policy information into concise written products for leadership review.Executive Order & Agency Priority ImplementationSupport implementation of Administration and Agency priorities, including seafood competitiveness and economic resilience initiatives.Conduct literature reviews, market research, stakeholder analyses, and policy assessments.Track accomplishments, milestones, and implementation progress.Assist in developing annual reports and other strategic reporting products.Governance & Leadership SupportSupport NOAA Fisheries Leadership Council activities and other executive‑level governance forums.Develop meeting agendas, briefing materials, decision documents, and action trackers.Prepare meeting summaries, notes, and follow‑up actions.Coordinate across NOAA Fisheries headquarters, regional offices, science centers, and other federal partners.Policy Directive & Procedure DevelopmentSupport development, revision, and implementation of NOAA Fisheries policies and procedures.Coordinate reviews among subject matter experts and leadership.Maintain policy tracking systems, comment matrices, schedules, and status reports.Communications & OutreachDevelop newsletters, outreach materials, presentations, fact sheets, and communications products.Assist with rollout strategies for policy initiatives and agency priorities.Support stakeholder engagement and outreach activities.Administrative & Program SupportMaintain records, trackers, schedules, and administrative documentation.Support records management and document control activities.Prepare monthly progress reports and task status updates.Participate in project meetings and provide ongoing coordination support.Required QualificationsBachelor's degree in Environmental Policy, Marine Affairs, Natural Resources, Public Policy, Political Science, Environmental Science, Fisheries Science, Marine Biology, Law, or a related field.3+ years of experience supporting environmental, regulatory, policy, natural resource, or government programs.Experience researching and analyzing federal policies, regulations, statutes, or executive directives.Strong technical writing, editing, and communication skills.Experience developing reports, briefing papers, presentations, or policy documents.Strong organizational skills and ability to manage multiple priorities simultaneously.Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Experience supporting NOAA, NMFS, Department of Commerce, or other federal agencies.Familiarity with marine resource management and fisheries policy.Knowledge of one or more of the following: Magnuson‑Stevens Fishery Conservation and Management Act, National Environmental Policy Act, Endangered Species Act, Marine Mammal Protection Act.Experience coordinating across multiple organizations and stakeholder groups.Experience supporting executive leadership, strategic initiatives, or governance processes.Familiarity with records management, administrative tracking systems, and project coordination.Equal Opportunity EmployerCASE is an affirmative action and equal opportunity employer focused on attracting, retaining, and cultivating talented professionals with diverse backgrounds and perspectives and a diverse, inclusive workplace in which our employees thrive.
