Traffic Signal Tech 1

Job Title

Performs responsible skilled work in the repair maintenance and installation of traffic signals and related control devices; does related work as required. Work is performed under the regular supervision of a senior technician.

Job Description

Assists in the installation, relocation and maintenance of traffic control devices including controllers, control boxes, conduits, cable ducts, signal heads, signs, bulbs, guy wire, etc. Assists in the installation of traffic lights and repairs damaged lights. Operates an aerial bucket truck. Wires new and old traffic lights. Pulls underground cable, splices and runs cable to controls and lights. Sets and anchors poles. Performs line work in the installation of signals and controls. Sets up, cleans, tests and assists in the repairs and overhaul of controllers, coordinators, clocks, computer interface units, detectors, cameras, parking equipment and other electrical and electronic control equipment in a shop, including solid state and electro-mechanical equipment. Hooks up and checks out all new traffic control devices before placing them in operation. Drives a service truck to and from job sites and transports tools, equipment and supplies. Operates a computer to input work reports, check signal malfunctions and download timing plans. Cleans and paints signals, and places brackets on signs. Sets up safety devices in streets for re-routing traffic during times of activity. Trouble shoots traffic signal malfunctions. Performs 24-hour standby for emergency operational assistance as needed. Stocks trucks with required material, supplies and tools. Cleans and repairs tools and equipment. Communicates with supervisor and various other departments, by two-way radio. Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies

Qualifications

Formal education which includes reading, writing and math. Valid Driver's License in NC or another state. Ability to communicate effectively in both oral and written formats.

Preferred Qualifications

Education and experience equivalent to graduation from high school is preferable. A two-year technical degree in electrical maintenance, electronics or electrical license, some knowledge and experience in Electrical utility work and knowledge of the trade equipment and materials is preferable. Workers should have training in social skills to interact as a team player.

Physical Requirements

Hearing/Speaking: Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers and citizens.

Visual Abilities the ability to perceive via eyesight is required for this position:

• Acuity, far clarity of vision at 20 feet or more. Must be able to see surrounding terrain, people, vehicles, buildings, poles, conductors, etc., from a distance. Necessary to see wide span of area while viewing work site during daily routine and emergency situations such as storms and accident involving broken poles and downed power lines. Both eyes 20/25 - R 20/30 - L 20/30 corrected
• Acuity, near clarity of vision at 20 inches or less. Must be able to see and read transformer name plate, files, work orders, detailed construction drawings and wiring connections. Both eyes 20/22 corrected
• Depth perception Three-dimensional vision. Ability to judge distance and space relationships to see objects where and as they are. You must be able to judge distances to use both hands in performing different tasks. Essential in maintaining proper safety code clearances from high voltage conductors and devices. • Field of Vision Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover activities going on around him/her while looking at a certain object/article/person.
• Accommodation Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while looking up to check the entire work area. Must be able to adjust the eye lens to glance quickly to a distant pole and observe other co-workers and/or equipment for possible communication.
• Color Vision - Ability to identify and distinguish colors. Necessary in using National Electrical Color Codes for electrical installations and for all Substation, Metering and Conductor tagging and installations.
• Night Vision - Ability to identify and distinguish between objects at night. Visual acuity to be correctable to 20/40 in either eye.

Physical Strength degree of physical demands typically associated with this position include:

• Light to Heavy Work: Exerting various amounts of force in moving, lifting and carrying equipment and supplies and a negligible amount of force constantly to move objects
• Work requires walking, standing, climbing, carrying, bending, stooping, lifting, reaching, stretching, balancing and sitting on different surfaces and uneven terrain in all kinds of weather.
• Must have physical stamina to withstand working under adverse weather conditions
• There is significant use of arms, hands, legs, feet and back. Workers must have the stamina necessary to perform these tasks for up to eight (8) hours at a time with only brief rest periods.

• Reaching - Extending the hand(s) or arm(s) in any direction.
• Handling - Seizing, holding, grasping, turning, or otherwise working with hand(s).
• Fingering - Picking, pinching or otherwise working with fingers primarily rather than the entire hand or arm.
• Workers must have manual dexterity in both arms and legs.
• Muscular-Skeletal System requires flexibility for space maneuverability on poles and underground manholes and vaults.
• Workers must be able to climb into and out of bucket trucks.
• Must be able to climb heights and tolerate confined and enclosed spaces.
• The senses of SIGHT, SMELL, HEARING and TOUCH are Required.

Respiratory - Breathing. Must be able to use respiratory protective equipment such as enclosed face mask. Must have a breathing ability of 60% on the FEV and FVC tests results to function properly in enclosed manholes and vaults

Mental Activity/Requirements

Reasoning: Ability to apply principles of logical thinking to work tasks and practical situations and requests made by supervisors or members of the public; to comprehend and respond to a variety of work situations and tasks in an expedient manner, possibly under emergency conditions; to understand and apply safety requirements. Good judgment is essential.

Mathematics Ability: Using Basic Algebra: Must be able to figure distance measurements, use electronic, mechanical, digital and analog devices and make relative reports; to solve basic linear and electrical equations.

Language Ability: Read: Ability to read safety and other manuals, instructions, equipment readings, report information, codes, ordinances, rules, regulations, street names and signs, work orders and other documents relating to the job. Write: Ability to write figures, reports, make notes as needed to complete records and reports. Speak: Ability to be conversant in voice and diction to participate in discussions and communicate well with supervisors, co-workers, other City personnel and the public in person, over two-way radio and by telephone; ability to perform proper and clear communication rapidly during emergency situations.

Environmental Conditions

Physical Surroundings: The Worker is subject to Inside and Outside Environmental Conditions: Exposed to the various weather conditions and temperatures. The worker is required to work in extremely hot weather and extremely cold weather as well as in rain, sleet, snow, ice, fog, smoke, wind and lightning storms. This may require the individual to wear the same clothing and continue working for a period to exceed the normal work schedule in case of emergency. Workers are subject to other conditions such as pollen, creosote and other substances that may cause allergic reactions.

Hazards associated with the electrical power industry: Workers will be exposed to chemicals, extreme high voltages, gases such as SF6 and others, liquids, installations, flammables and explosives. Work is subject to final standards of OSHA on blood borne pathogens. Employees will be exposed to moving traffic, construction activities on highways or other work sites.
