Office of Enforcement – Inspections DivisionThe Office of Enforcement (OENF) is dedicated to ensuring regulatory compliance and protecting public and environmental interests through rigorous inspection programs, timely enforcement actions, and transparent oversight. The Office emphasizes proactive monitoring, consistent regulatory enforcement, and transparent reporting. Its operations are designed to uphold compliance standards, swiftly address violations, and maintain trust and accountability within Louisiana's regulated community.The incumbent performs highly advanced technical inspections of jurisdictional intrastate pipeline facilities. Three categories are regulated and inspected: gas distribution pipelines, gas transmission and gathering pipelines, and hazardous liquid transmission and gathering pipelines. Incumbents may inspect from 1 to 3 categories in their area.Core CompetenciesCommunicating Effectively – The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement.Demonstrating Accountability – The ability to take ownership of actions, behaviors, performance, decisions, and outcomes.Making Accurate Judgments – The ability to assess options, weigh risk, and make sound decisions using available information and logical reasoning.RequirementsThree years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigative work; ORA bachelor's degree in a biological science, physical science, natural science, geoscience, engineering, environmental science, mathematics, or nuclear science.Job DutiesPerform on-site inspections of complex jurisdictional gas and hazardous liquid pipeline systems and related facilities, and intrastate pipeline facilities.Conduct exit interviews to discuss findings of inspections with facility representatives, providing guidance as needed.Collect and review preliminary data required for inspections; perform quality‑assurance audits of data, records, and other information collected during inspections to determine accuracy, completeness, and proper documentation.Complete inspection reports; recommend compliance actions for probable violations; attend meetings in Baton Rouge or other locations to discuss citations and regulatory requirements.Conduct unannounced site visits to operator facilities in the assigned area of responsibility to evaluate the condition of pipeline facilities.Review with pipeline operators specific regulatory inquiries; attend staff meetings to discuss department policy and regulatory updates.Assist in the training of new employees and provide assistance to less experienced inspectors.Provide data and assist in the preparation of reports requested by the department, office, or other agencies.Position Specific DetailsAppointment Type: ProbationaryCareer Progression: The position may be filled as Conservation Enforcement Specialist 1, 2, or 3.Work Schedule: Flexible work hours.Compensation: Salary will be determined based on qualifications and experience.Location: Northeast Louisiana; work performed in multiple parishes and supervised by Conservation Program Managers (CPM) for the area.Requires extensive travel, completion of PHMSA Training and Qualification Courses, and is subject to random drug checks.Note regarding pay range: The maximum amounts listed represent maximum career earnings at each level and are not the maximum salary that can be offered upon hiring.All qualified applicants are invited to apply.
