Supervisory Training Specialist
Duties include:
- Assessing, developing, implementing, instructing, evaluating, and modifying training programs, course content or materials, and educational projects resulting in facility workforce development and improved communication and employee engagement.
- Serves as the primary expert in curriculum design and development as well as multiple learning methods (in person, virtual, blended, etc.).
- Regularly visits and collaborates with managers, supervisors and/or service chiefs throughout the facility, assessing learning needs, developing, implementing, and delivering training programs.
- Devises new methods and criteria for meeting the broad range of educational needs throughout the Medical Center.
- Serves as the technical and content expert for all non-clinical employee competency development for the facility. Serves as project consultant, arranging and moderating training seminars and conferences, provides guidance on educational programs and educational projects, gives lectures, and participates in panel discussions.
- Participates with planning committees, Service Chiefs, and supervisors, VISN Education staff, VHA's Institute for Learning, Education and Development (ILEAD) and other instructors in determining specific topics covered by each course.
- Leads the evaluation of multiple courses and/or training programs of non-clinical training programs throughout the facility to ensure continued process improvement.
- Establishes the standards by which the education program and/or project will be judged. Conducts fact-finding and analyses which contribute to research for non-clinical areas of the facility.
- Plans and conducts studies which evaluate and predict program achievements and student performance and independently prepares interpretations of results and makes recommendations. Studies involve such significant matters as the Talent Management System (TMS) database, course prerequisites, objectives, contents, instructional methods, counseling needs, etc. and are often complicated by factors such as changing situations and educational developments.
- Performs duties involving preparing, promoting, coordinating, analyzing, and improving education policies, programs, standards, activities, and opportunities for various complex program areas.
- Develops facility-wide standards for the management of the training databases and web-based training programs.
- Ensures educational programs comply with regulations and are compatible with the agency mission and responsibilities. Administers and resolves policy, program and project issues associated with educational programs.
- Provides guidance and advice on education program policies. Deals with matters that are controversial or novel, and often complicated by factors such as changing situations and educational developments.
- May also participate in planning and developing or evaluating and revising the curriculum for the Employee Education & Organizational Development Office.
- Represents the organization at professional and public gatherings, lectures, and panel discussions. Serves as a TMS Administrator with duties including monitoring course completion, registering users for classes, running completion/deficiency reports, updating Supervisors, communicating with facility TMS Domain Manager for: unlocking courses, creating, or scheduling classes, assigning learning, and managing accounts; or delegates TMS administration duties to one of the supervisees.
- Independently manages the budget for assigned educational program(s).
- Performs work related to the initiation, administration, and/or closeout of contracts, cooperative agreements.
- Responsible for management of any future contracts that are needed for the educational programs of the facility.
- Prepares the procurement request rationale document for submission to the Contracting Office. Monitors the cost, management, and overall technical performance of the contract after award.
- Performs the technical evaluation of proposals according to agency's source evaluation and selection procedures.
- Assists in the closeout of completed contracts, including documenting such things as the Project Officer evaluation of the Contractor's performance and memoranda to the Contracting Office as appropriate.
- Collaborates with the Administrative Officer of the service to ensure contracted budget tracking is included in the overall service's budget tracking.
