Air Traffic Control Specialist
Job Description
Serves as an Air Traffic Control Specialist performing specialized staff assignments in support of Flight Service program activities. Applies experience and advanced knowledge of air traffic control procedures and operations to conduct analysis of flight planning, weather briefing usage, and pilot interaction data. Identifies trends, systemic issues, and operational concerns, and provides recommendations to improve the effectiveness of Flight Service operations.
Applies knowledge of pilot briefing processes, aeronautical information, and related staff programs (e.g., operational oversight, quality assurance, training, automation), contributing and supporting Flight Service program strategies, operational requirements, and regional or national program objectives. Performs specialized assignments that contribute to Flight Service program strategies and operational requirements. Supports the development, review, and updating of operational guidance and reference materials to promote consistency with the Federal Aviation Administration's (FAA's) regulations and established procedures. Assists in the preparation of draft updates to national Flight Service operational policies under the direction of higher-level staff. May act as a contributing specialist on broader work activities or may be individually responsible for specific projects or tasks within assigned program areas. Analyzes Flight Service performance data, including customer feedback, service delivery metrics, and operational trends. Prepares findings and recommendations to enhance service quality and operational consistency across the National Airspace System (NAS).
Uses operational data to support planning activities related to Flight Service modernization initiatives. Coordinates with service providers to address identified performance issues and to support adherence to established FAA standards and procedures.
As a contributing specialist, participates in the review and refinement of Flight Service operational guidance and procedures. Uses operational experience and data analysis to support updates to existing policies, standard operating procedures, and guidance materials, ensuring alignment with FAA regulations, safety directives, and modernization goals.
Supports regional and national program activities related to flight planning and search and rescue coordination services. Contributes to the development and updating of Flight Service operational guidance by providing expertise and operational insight.
Analyzes Flight Service performance data, including customer satisfaction metrics, service delivery indicators, and operational trends. Identifies performance issues and provides recommendations to senior staff to support service quality improvements. Collaborates with service providers to discuss identified issues and support resolution efforts led by higher level personnel.
Typical contacts include other specialists, contractors, air traffic control personnel, and technical or management staff. As a key focal point, coordinates with stakeholders, contractors, and service providers to exchange operational information, clarify technical requirements, and support project objectives. Prepares operational summaries, data analyses, and supporting documentation for inclusion in management reports, briefings, or program communications.
Uses operational data to support planning efforts related to Flight Service modernization. Recommends improvements to work processes and service delivery within established program frameworks. Works with service providers and more experienced specialists to resolve performance deficiencies and ensure compliance with FAA standards.
Established policies and procedures cover most assignments but allow considerable discretion to select an optimum approach or recommend a new approach. Must make extensive technical judgments when interpreting and implementing policy and procedures governing the assigned area.
