Program Specialist
The Veterans Health Administration is seeking a full-time Program Specialist to support the VA Finger Lakes Healthcare System in Bath, NY or Canandaigua, NY. This position provides leadership and administrative support for the development, implementation, coordination, maintenance, and evaluation of the Talent Management System (TMS) and educational databases. The role supports integrated programs that cross services, disciplines, facility lines, and organizational priorities.
Location: Bath, NY or Canandaigua, NY
Salary: $61,722 - $80,243 per year
Pay Scale & Grade: GS-9
Work Schedule: Full-time, Monday - Friday, 7:30am - 4:00pm

Travel Required: 25% or less
Key Responsibilities:
- Serve as a primary contact and advocate for the Talent Management System (TMS).
- Troubleshoot TMS user issues, including passwords, login access, password resets, account unlocks, and system or technical complications.
- Coordinate, assist with, and support local Finger Lakes Health Care System training events.
- Develop orientation schedules and coordinate orientation requirements.
- Coordinate recruitment, application processing, funding, logistical support, and monitoring for employees awarded scholarships.
- Act as timekeeper for multiple employees.
- Assist with internal and external requests for information and support.
- Maintain and monitor multiple education fund control points.
- Maintain the department office environment and office supplies.
- Perform equipment inventory and ordering.
- Provide and post local training and educational opportunities.
- Serve as a fund control point clerk.
- Perform other duties as assigned.
Basic Qualifications:
- Must be a U.S. Citizen.
- Must be a current permanent employee of the Veterans Health Administration.
- Selective Service registration is required for males born after December 31, 1959.
- Must be subject to a background/security investigation.
- Must complete the online onboarding process and provide acceptable identification for employment eligibility verification.
- Must participate in the seasonal influenza vaccination program as required for Department of Veterans Affairs health care personnel.
- Must meet all requirements by the closing date of the announcement.
Specialized Experience / Education Requirements:
- Applicants must have one year of specialized experience equivalent to at least the GS-7 level in the normal line of progression for this occupation.
- Specialized experience may include developing and managing TMS content, online training, instructor-led and blended training events, scheduled offerings, registrations, waitlists, resources, curricula, and education programs aligned with Medical Center goals.
- Applicants may qualify through education with a master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, or a related LL.B. or J.D.
- Applicants may also qualify through a combination of specialized experience and qualifying graduate education.
- Current Federal employees must meet time-in-grade requirements, including 52 weeks at the GS-7 level for this GS-9 position.
