Position Description:
The State Pharmacist is responsible for functioning as a repackager and wholesale distributor for OSDH Service Programs to supply county health departments and mobile units. The Pharmacy repackages medications into unit-of issue packaging and orders, receives, stores, tracks, and distributes pharmaceutical and medical supplies for 68 County Health Departments and two independent City County Health Departments. The pharmacist fills prescription orders from OSDH physicians for Direct Observation Therapy (DOT) to treat active or latent tuberculosis (TB) and provides consultation and formulary review for Service Programs.
Position Responsibilities/Essential Functions:
- Prepare and monitors pharmacy budget
- Ensures proper monetary flow from Maternal Child Health, Acute Disease, STD/HIV, Immunization, Screening & Special Services, and Injury Prevention Departments of Oklahoma State Department of Health.
- Supports in agency compliance with the 340B Drug Program.
- Serves as the agency subject matter expert for all pharmacy practice related matters.
- Supports implementation of new processes, systems, and operational initiatives
- Prepares orders and invoices, manages pharmaceuticals, medical supplies and vaccine inventory for Maternal Child Health, Acute Disease, STD/HIV, Immunization, Screening & Special Services, and Injury Prevention Departments
- Supervise pharmacy, assign and evaluate work, develops policy and procedures for staff and pharmacy operations. Counsel pharmacy staff regarding work performance and development; take disciplinary actions as appropriate.
- Supervise pharmacy assistant on preparing and filling medication orders for patients in the County Health Department.
- Consult with TB physicians and nurses regarding TB patients. Prepare, fill, and check medication orders using electronic medical and electronic health record systems, faxes, and emails for TB patients to ship out to County Health Departments daily and as needed.
- Participate with other OSDH department managers to create and manage a statewide inventory system.
- Participate in statewide training exercises for a bio-terrorism event. Participate in Strategic National Stockpile training. Participates in an assessment team for the Strategic National Stockpile with CDC. Participates in quarterly Maternal Child Health meetings to review medications, quantities used at the county level and cost-effective therapies.
- Participate in TB Nurse Training to review pharmacy procedures and processes pertaining to TB.
- Participates in assisting with training of new nursing staff related to inventory or pharmacy related operations.
- Provides pharmaceutical guidance related to physician approved protocols.
- Being present in the office is an essential function of this position.
- Other duties as assigned.

Minimum Qualifications:
Requirements consist of possession of a valid license as a Pharmacist in the State of Oklahoma, graduation from an accredited college or university with a Bachelor of Science (BS) in Pharmaceutical Science or Doctor of Pharmacy (PharmD) degree. Experience must be equivalent to one of the following:
- Four years of full-time or schedule equivalent responsible work as a pharmacist, with two years in a supervisory role or Pharmacist in Charge (PIC) capacity
- Completion of post-graduate year one (PGY-1) residency with administrative rotations and/or supervisory experience
Preferred Qualifications
Basic knowledge of maintaining budgets and inventory control, state laws and regulations pertaining to legal operation of the pharmacy including storage, repackaging and shipping medications. Ability to learn and apply principles and practices of supervision, prioritizing, and evaluate the work of others, use of effective communication skills to establish and maintain working with county health departments and other staff, maintain accurate records and documents, and maintain confidential information.

Valued Knowledge, Skills and Abilities
Knowledge of direct observed therapy (DOT). Project and inventory management related to pharmacy operations. Some knowledge of public policy, and experience in creating, implementing and maintaining standard operating procedures (SOP). Experience in management of pharmacy operations related to electronic health records (EHR), and automated inventory systems. Communication skills to be able to talk with internal and external partners.
Physical Demands and Work Environment:
Must be able to lift more than 25 lbs. Must be able to stand for long periods of time. Must be able to work with pallet jack and packing materials. Being present at the office is an essential function of the job.
