Mohave County Development Services department is looking to fill the position of
Zoning Inspector.

About the division
T he Planning and Zoning Division facilitates land development which is beneficial to Mohave County and its residents. Title 11 Chapter 6 of the Arizona Revised Statutes provides the legal requirements and responsibilities for planning and zoning activities in the County. The division develops and maintains a General Plan, a Zoning Ordinance, and Subdivision Regulations to comply with the statutes. The division seeks to provide excellent customer services by assisting developers and the general public in navigating the requirements while furthering public health and safety.

About the position
This is a field position, however, there is office work involved as well. The primary functions of this position are to conduct and verify public complaints dealing with household trash, junk, debris and zoning violations.
  • Work schedule is Monday through Friday 8:00 a.m. - 5:00 p.m. or four-day schedule of 10 hour days.
  • No weekends or holidays; overtime is possible.
  • There is daily interaction with the public in the field, at the counter, and on the phone.
  • The role is based out of Kingman but requires travel throughout Mohave County to locations such as Bullhead City, Lake Havasu City, and Colorado City. Travel to attend training is also possible.
Must pass pre-employment background check.

Essential Job Functions

  • Supervises, coordinates and performs a variety of administrative staff work such as: scheduling; maintaining records; responding to requests for information or services; performing related administrative, planning and research activities; and preparing correspondence, reports, statistical information and may prepare budget materials.
  • Completes performance evaluations; may make hiring recommendations; recommends disciplinary actions; approves vacations and time off; prepares work schedules and assignments; supervises the activities of assigned personnel; monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; instructs personnel in departmental policies, procedures and techniques; and provides training.
  • Investigates, responds, counsels and resolves complaints involving issuances of violations, zoning inspections and procedures, or other related zoning issues.
  • Prepares appropriate documentation for violation and files court action including citing the corresponding Arizona Revised Statutes and Zoning Ordinance appropriate to the action being taken as a result of a violation.
  • Appears in court and presents case.
  • Based upon court's decision, takes appropriate follow up action to ensure compliance to court's decision by violator. If violator does not comply with court decision, files appropriate court documents and takes further action as required.
  • Inspects, evaluates and renders decisions of compliance or violation of housing, code, and Hazard Abatement regulations and established zoning ordinances.
  • Meets with and attempts to calm irate individuals by responding to their inquiries.
  • Writes and issues permits in accordance with the zoning ordinances.
  • Determines land use compliance and legal accessibility.
  • Investigates, responds to and resolves citizen's complaints involving potential or possible zoning violations.
  • Issues violations and enforces adherence to zoning ordinances and regulations, and the household trash program per public nuisance ordinance.
  • Verifies correction for compliance to violation.
  • Consults, instructs and assists citizens on matters relating to zoning requirements and dimensions of property, use of property, setbacks, and applications for permits.
  • Consults, instructs and assists citizens in matters relating to household trash nuisances.
  • Assists the public in the preparation of building and zoning permit applications.
  • Calculates and collects fees for use permits.
  • Performs photo research to gather information on correct legal description, owner of record, and prior violation history and status of violation.
  • Reviews deeds and legal descriptions and plots information on maps.
  • Prepares reports of investigations to include processing of violation letters.
  • Maintains and submits accurate and up-to-date records of inspection activities.
  • Prepares household trash nuisances for abatement and oversee abatement activities.


Minimum Qualifications

Zoning Inspector

  • High School Diploma/GED (General Education Degree).
  • Post High School level course work in planning or closely related field.
  • One (1) year experience involving any code enforcement, environmental health inspections, building inspections, engineering technician, animal control, title research, real estate, law enforcement, planning, zoning administration and/or actual zoning inspection work involving interpreting and enforcing of compliance to codes and issuing of citations and violations.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


Zoning Inspector Senior

  • High School diploma/ GED (General Education Degree).
  • Post High School level course work in planning or closely related field.
  • Two (2) or more years’ experience as a Zoning Inspector or three (3) or more years of actual zoning inspection work involving interpreting and enforcing of compliance to codes and issuing of citations and violations.
  • CELA (Code Enforcement League of Arizona) 1 and 2 certifications or the equivalent.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


Knowledge, Skills & Abilities

  • Zoning regulations and other applicable laws, rules and ordinances.
  • Methods of land descriptions.
  • Preparation and processing of use permit applications.
  • Principles and practices of leadership, supervision and training.
  • Court procedures and documentation pertaining to violations.

  • Utilizing personal computers in a windows environment.
  • Safe, efficient use of measuring and inspection aids and tools utilized in the performance of zoning inspections.
  • Communicating and maintaining professionalism with the public, co-workers, and work contacts.

  • Interpret technical information encountered in the performance of responsibilities.
  • Secure facts, document information, evaluate data, and draw valid conclusions.
  • Conduct inspections and investigations of zoning violations and prepare detailed and accurate records for use in legal procedures.
  • Work independently.
  • Establish and maintain effective working relationships with associate personnel, the general public and County departments and agencies and to deal tactfully and diplomatically in adverse situations.
  • Make accurate and detailed observations.

With over 13,400 square miles, Mohave County is the fifth largest county in the U.S., and sixth largest county by population in Arizona .
