Job Title
The deputy head assists the head of the office and, under her authority and in conjunction with the other deputy, participates in the coordination of the office's activities.
He or she ensures the legal quality of the office's productions in the field of legal advice andlitigation by reviewing the draft notes and memoranda prepared by consultants to propose solutions that respond to the legal questions that may arise in the management of all full-time teachers and senior education counselors (more than 700,000 agents).
He or she oversees the training and skill development of the office's consultants by adapting his or her revisions according to priorities and emergencies, which he or she defines in consultation with his or her head of office and higher management.
He or she directly and personally takes charge of consultations and litigation in all areas of the office's competence and may in particular be entrusted with particularly sensitive or reported cases.
He or she participates in the management, particularly on a legal basis, of the ministerial strategy in the field of functional protection and in particular, ensures the follow-up of the processing of requests for functional protection for which the office is responsible.
He or she participates in the delivery of training in the office and reviews training booklets or training materials produced by consultants before their distribution to agents. These missions are also carried out within the framework of the animation of the network of academic legal services in which he or she actively participates.
The position therefore requires, in addition to managerial qualities, in-depth skills and a strong interest in the legal field.
Profile Sought
This position requires solid legal skills, particularly in public law, and a good knowledge of administrative litigation, given the scope of the office. It also requires an aptitude for management and supervision, good organizational, methodological and prioritization skills, a great sense of human relations, as well as a taste for initiative and innovation.
The candidate, a lawyer by training (Master 2 in public law or administrative litigation), must have solid skills in public law and at least one significant previous experience in a position dealing with administrative litigation. He or she must also demonstrate writing and analytical skills. The candidate must finally have solid knowledge of subjects falling within the scope of public law and have an aptitude for management. Knowledge of the functioning of the central administration would be appreciated.
