Counterintelligence Analyst

The Counterintelligence Analyst will play a key role in supporting the NOAA Research Security Program by identifying, assessing, and mitigating threats to NOAA's critical technologies, intellectual property, and research data. This position requires expertise in counterintelligence methodologies, with demonstrated experience in research security, technology protection, and foreign influence detection. The Analyst's work will directly contribute to safeguarding NOAA's mission and maintaining the integrity of U.S. research.Key Responsibilities Threat Assessment & AnalysisConduct assessments of foreign influence risks in NOAA research programsAnalyze intelligence reports and open-source information to identify threatsPerform due diligence on foreign entities seeking collaboration with NOAASupport development of the NOAA Critical Assets ListPolicy & Procedure DevelopmentDevelop due diligence processes for classified and unclassified research reviewsContribute to export control policy and technology control plan assessmentsDraft SOPs for counterintelligence-focused due diligenceSupport creation of disclosure standards and violation consequencesSecurity Framework ImplementationConduct gap analysis of NOAA's research security postureContribute to risk assessments of critical and emerging technologies (NSPM-33)Design procedures for identifying and mitigating nation-state threatsAssist in supply chain risk management for research integrityTraining & Incident ResponseDevelop and deliver training on foreign influence detection and threat awarenessSupport tabletop exercises and simulations for counterintelligence scenariosAssist with incident response planning for suspected foreign influence or unauthorized technology transferProvide briefings to NOAA personnel on counterintelligence trends and indicatorsMinimum QualificationsBachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or related field5+ years of counterintelligence experience, preferably in a government or research environmentKnowledge of NSPM-33 requirements and research security frameworksExperience with export control regulations (ITAR, EAR) and technology control plansProficiency with classified and unclassified intelligence analysis toolsStrong analytical skills with ability to synthesize multi-source dataExcellent written and verbal communication skillsSecurity RequirementTop-Secret Clearance#J-18808-Ljbffr
