Town of Brooklyn, Connecticut
First Town Administrator
The Town of Brooklyn, Connecticut invites experienced, practical, and community-minded municipal leaders to consider an exceptional opportunity to become Brooklyn’s first Town Administrator. This is a rare chance for a capable professional to help shape a newly created leadership position, strengthen municipal operations, and make a visible difference in a town that is proud of its past and optimistic about its future. Located in the heart of Windham County in northeastern Connecticut, Brooklyn offers the best of New England local government: historic civic traditions, engaged residents, strong community identity, beautiful rural landscapes, valued farms and open space, and convenient access to larger employment, education, medical, cultural, and recreational centers.
Brooklyn is a distinctive community with a strong sense of place. Its historic town center, old courthouse now used for Town offices, scenic roads, monuments, public spaces, and long-standing agricultural traditions reflect a community that values continuity, service, and local pride. The town is also home to parks, trails, recreational programming, the Quinebaug River, the Brooklyn Fair, local farms, civic organizations, and active boards and commissions. Residents care deeply about the quality of life in Brooklyn and participate meaningfully in local decisions through the Town Meeting form of government, a three-member Board of Selectmen, and an elected Board of Finance.
The new Town Administrator will serve as Chief Operating Officer under the direction of the First Selectman, who remains the Town’s Chief Executive Officer. This position has been created to provide professional management capacity, improve coordination across departments, support elected officials, and help implement a long-term vision for Brooklyn while preserving the rural, small-town character residents value. The Administrator will oversee day-to-day operations; supervise and coordinate departments; support budget preparation, capital planning, purchasing, grants, risk management, human resources, labor relations, facilities, technology coordination, communications, and special projects; and help ensure that municipal services are delivered efficiently, responsibly, and transparently.
This is a meaningful leadership opportunity for someone who enjoys both strategy and hands-on management. Brooklyn is seeking a professional who can build systems, clarify roles, strengthen internal communication, modernize procedures, support staff accountability, and provide thoughtful recommendations to the First Selectman, Board of Selectmen, Board of Finance, and other boards and commissions. The successful candidate will be comfortable working in a small-town environment where relationships matter, where public trust is essential, and where the Administrator must be both a bridge and a steady source of professional guidance.
Priorities include strengthening administrative and human resources systems, coordinating budget and capital planning, supporting infrastructure improvements, improving interdepartmental communication, pursuing grants and alternative revenue opportunities, modernizing technology and financial procedures, assisting with economic and commercial development, and balancing growth with Brooklyn’s rural identity.
Ideal candidates will bring increasingly responsible experience in municipal or public-sector administration, budgeting, supervision, project management, personnel administration, grant writing, labor relations, public communications, and policy implementation. Qualifications; A bachelor’s degree is required, with five to eight years of increasingly responsible administrative, management, or supervisory experience in government, including at least three years of management experience; an equivalent combination of education and experience may be considered. An MPA or MBA is preferred, and knowledge of municipal government is highly desirable.
Brooklyn will be best served by an Administrator who is calm under pressure, diplomatic, approachable, impartial, practical, forward-thinking, and community oriented. The right person will listen carefully, communicate clearly, build consensus, exercise sound judgment, and maintain high integrity while helping the Town move forward. This position requires someone who can professionalize operations without alienating staff, volunteers, boards, commissions, or residents; someone who understands that effective local government depends on trust, follow-through, fairness, and respectful relationships.
The Town of Brooklyn offers a salary commensurate with qualifications and experience and a generous benefits package including health, dental, life insurance, paid vacation and sick leave, a pension plan. Relocation assistance is negotiable. There is no residency requirement, although living in Brooklyn or within close driving distance is preferred.
