Job DescriptionUnder general supervision, The Business Systems Analyst analyzes, develops, and documents user requirements, business processes, and technical solutions; provides project support/management and research; performs post-implementation support of enterprise-wide software systems; proactively identify and pursue opportunities to improve the value of the application process improvement and participates in other operational activities of the IT department.

Essential duties and responsibilities may include, but are not limited to, the following:
- Ability to serve as the primary IT systems advisor on one or more application systems; provides functional assistance to departmental customers regarding the use of the application system(s).
- Participates in regular communication and consultation with application vendors to ensure the software is up to date with the latest available patches and updates, and coordinates the selection, testing and implementation of all relevant application software patches, updates, hotfixes, etc.
- Troubleshoot reported functionality issues and develop plans and procedures for remediation of issues.
- Ability to provide regular analytical and technical assistance relative to the identification, development, implementation, and maintenance of application software solutions for customer departmental business needs.
- Ability to regularly consult with IT staff and departmental customers on the development, maintenance and use of applications, test plans and procedures.
- assist with the development maintenance and regular use of the training materials associated with one or more applications.
- identify weaknesses in customer understanding of supplied training material, and assist in the development of additional training courses and/or clips to mitigate identified weaknesses
- Ability to regularly develop and distribute communication materials relevant to the supported application systems; such material would include, but not limited to; FAQs, application “tips and tricks”, upcoming software version/patch management information, etc.
- Ability to coordinate and assist with the development, testing, and implementation of new custom production and/or ad hoc application system reports; assist with customer raining and support for new and existing customer ad hoc reports; understand a customer’s reporting needs, and covert them to technical specifications for the development of the custom reports
- Trains users on the use of software
- Ability to fully analyze and document existing business processes; identify and document proposed business process improvements
- Participates in technical-solution design.
- Develop bid requirements for software upgrades and reviews submitted bids for compliance with stated requirements.
- Authorize and oversee the deployment, monitoring, maintenance, development, and support of software based on department need.
- Serve as primary support to multiple software solutions and may act as backup to other application and support staff
- Responds to after hours support as assigned
- Performs other duties as required or assigned.

KNOWLEDGE AND SKILLS: Knowledge: - City organization, operations, policies, and procedures.
- Considerable knowledge of the limitations and capabilities of computer systems and the techniques used in the design of systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.
- Considerable knowledge of business theory, business processes, management, budgeting, and business office operations.
- Principles and practices of project management.
- Demonstrated ability to apply IT in solving business problems and a strong understanding of municipal government goals and objectives.
- Considerable knowledge of applicable federal, state, and local laws regulations as they relate to IT and bidding processes.
- Knowledge of data system terminology used in job documentation, program flow charts, and systems communications.
- City organization, operations, policies, and procedures.
Skill in: - Handling situations requiring diplomacy, fairness, firmness and sound judgment.

MINIMUM QUALIFICATIONS:Above knowledge and skill may be gained by a bachelor’s degree from an accredited four-year college or university with major course work in computer science, computer information systems, and 4 years responsible work experience in IT operations OR by any other combination of training and experience leading to the described level of knowledge and skill. Must have valid Texas Driver’s License.
LICENSE AND CERTIFICATION: - Valid Texas driver’s license
- Project Management certificate preferred
