    DEFINITION:
    Under close supervision, assists Environmental Health Specialists in performing routine tasks associated with the inspection and enforcement of environmental health and consumer protection laws.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class receive administrative and technical supervision from a Chief Environmental Health Specialist and may receive lead supervision from an Environmental Health Specialist. These positions perform one of the following assignments: Incumbents assigned to a Countywide specialized environmental program perform routine surveys and assist Environmental Health Specialists in more complex assignments to identify and solve environmental health problems in areas such as the following: water and sewage, garment and laundry facility inspection, solid waste, water pollution, vector control and authority to collect invalid and revoked licenses and permits, issue violation notices to correct situations, and conduct re-inspections to ascertain compliance, which may impact upon public health and the environment, within the limit of their legal authority. Incumbents assigned to a District Environmental Services perform general surveys of the community to locate new establishments, verify appropriate licenses and permits, as well as review the routine complaint investigations. They issue orders to correct unhealthful situations, within the limit of their legal authority.

    Essential Job Functions

    Conducts surveys of food establishments and housing, inventories and reviews Treasurer/Tax Collector documents in order to identify errors and discrepancies in permits and licenses issued.

    Collects revoked or invalid licenses and permits.

    Conducts routine complaint investigations such as the following: mosquitoes, trash, stables, and vacant lot problems.

    Issues orders for clean-up if required.

    Conducts initial surveys of laundries to ensure proper permits are exhibited.

    Assists Environmental Health Specialists in routine environmental inspections of food establishments.

    Inspects restrooms and trash facilities, relating findings to an Environmental Health Specialist.

    Performs initial surveys for rodent presence.

    Assists property owners in planning controls, selects, and on limited occasions may apply rodent poisons under supervision, and monitors progress of rodent control program.

    Assists Environmental Health Specialists in routine inspections by securing and monitoring equipment being used to determine levels of noise, dust, carbon monoxide, formaldehyde, and illumination.

    Provides materials to the public related to departmental regulations, policies, and procedures; reviews forms submitted by the public for completeness.

    Diagrams facilities indicating areas where monitoring occurs, reporting findings to Environmental Health Specialists.

    Conducts required live mosquito trapping and collects samples.

    Assists Environmental Health Specialists in the plague surveillance program by trapping rodents, placing and maintaining dusting stations, and applying pesticides under supervision.

    Requirements

    MINIMUM REQUIREMENTS:
    Completion of 12 semester units or 18 quarter units in Chemistry, Zoology, Microbiology, or Biology from an accredited college or university.

    A copy of official transcripts must be submitted to verify the required courses.*

    License Requirement:
    A valid California Class C Driver License is required to carry out job-related essential functions.
    • A copy of your valid California Class C Driver License must be submitted with your application at the time of filing or within 15 calendar days of filing to HRExams@ph.lacounty.gov .
    • Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.
    Physical Class:
    3 - Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.

    • *In order to receive credit for any type of college or university course work you must attach a legible copy of the Official Transcript(s) from the accredited institution, with Registrar's signature and school seal, to the application.
      • Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc.       • Official Transcript is defined as a transcript that bears the college seal and states "official and/or copy" issued by the school's registrar office. A printout of the classes from the school's website is NOT considered official transcripts and will not be accepted and may result in your application being incomplete and rejected.

    Credit will be given to candidates who possess the following desirable qualifications:
    • Experience in the use of Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Access, PowerPoint or equivalent applications in school or work for projects or assignments.
    • Experience collecting and assisting in analyzing and interpreting data for school or work for projects or assignments.
    • Customer service experience working with the public.

    Examination Content:

    Once we have determined that you meet our education and license requirements the examination process will consist of an evaluation of education and experience based on application information, desirable qualifications, and supplemental questionnaire information submitted at the time of filing weighted 100%.

    Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination (evaluation of education and experience) to be added to the Eligible Register (hiring list).
    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

    Eligibility Information:
    The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
