    The Job

    The Department of Aging and Adult Services-Office of the Public Guardian is recruiting for a Pre-Li censed Clinical Therapist and Licensed Clinical Therapist* who will provide at- home and field-based services, as well as rehabilitative mental health services in community settings. The goal of the Public Guardian-Conservator’s office is to insure the safety, both financially and physically, of incompetent and mentally disabled persons, who meet the criteria for conservatorship, as required by law, when there are no viable alternative to public conservatorship. This position requires frequent field-based travel and working outside of the office. Be sure to mark a willingness to work within a field-based position that requires travel in order to be considered.

    The resulting eligible list may be used to fill immediate and future vacancies throughout the County as they occur .

    Range 51T: $56,763.20 - $76,044.80

    Licensed Clinical Therapist

    Range 57A: $66,497.60 - $96,075.20

    THE COUNTY OFFERS TWO LUCRATIVE BENEFIT PACKAGES

    As an alternative to the traditional benefits package, you may also be eligible to elect the Modified Benefit Option (MBO) that provides an increased base rate of pay ($1.75 above the base rate of pay) with modified benefits.     CONDITIONS OF EMPLOYMENT


    Pre-Employment Process: Applicants must pass the pre-employment process which may include a credit check, fingerprint/DOJ LiveScan, and DMV check. Must be a U.S. Citizen or be a permanent U.S. resident. Medical exam will also include drug and TB test.

    Shifts: May require employees to work evenings, weekends, holidays, and on-call as needed (on-call compensation provided).

    Travel: Travel throughout the County and the state of California is required. Employees will be required to make provision for transportation. At the time of hire, a valid California driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Registration/License: Pre-licensed Clinical Therapists must have a registration with the California Board of Behavioral Sciences (BBS) for the commencement of employment. Applicants within 90 days of graduation of a Master’s degree in a behavioral science accepted by the BBS for registration are considered recent college graduates and have to obtain an intern registration number immediately but no later than sixty (60) days of employment.
    Licensed Professional Clinical Counselors: Applicants with PCC licensure must provide proof of the required coursework or named specialty and a copy of supervision agreement/Board of Behavioral Science (BBS) hours verification form (as described in the minimum requirements section) in order for contingent offers to be made.
    Pre-licensed Clinical Therapists must become licensed by the BBS within six (6) years of the original registration or may be terminated. Upon obtaining license, employees may be promoted to Clinical Therapist I.

    Applicants from out of state:
    • The CA Department of Health Care Services requires applicants who have been recruited from outside of CA as psychologists, clinical social workers, marriage and family therapists or professional clinical counselors and whose experience is sufficient to gain admission to a licensing examination to apply for and obtain a professional licensing waiver through the County of San Bernardino if the applicants are licensed-ready according to the Board of Behavioral Science's criteria. The waiver may not exceed three (3) years from the date of employment. See State Waiver Request Form. Applicants must have sufficient experience to gain admission to a licensing examination so that registration with the BBS is not required. Offers of employment are contingent on the applicant's ability to obtain waiver and obtain licensure within three (3) years of the date of the waiver. Upon accepting a contingent job offer, all pre-licensed applicants will sign a Statement of Awareness of the Requirement to Obtain Licensure for Continued Employment.

    Minimum Requirements

    Pre-Licensed Clinical Therapist
    Applicants must meet both of the following Applicants who already possess an intern registration number MUST BE on their first registration with the California Board of Behavioral Sciences (BBS) (i.e., applicants who are within six years of initial registration with the BBS.)
    - AND-
    Degree/Intern Registration in one of following: Pre-Licensed Marriage and Family Therapists: Must have received or be within three (3) months of receiving a Master's degree in Marriage Family Therapy or a related Master's degree that meets the MFT licensure requirements of the California Board of Behavioral Sciences (BBS). Pre-Licensed Master's of Social Work: Must have received or be within three (3) months of receiving a Master's degree in Social Work from a school accredited or in candidacy status with the Council on Social Work Education. Pre-Licensed Professional Clinical Counselor: Must have received or be within three (3) months of receiving a master's degree that is at least 48 semester (60 quarter) units in a counseling or psychotherapy field of study or a doctoral degree that meets the PCC licensure requirements of the California Board of Behavioral Sciences (BBS).

    Please note: Applicants who have not yet obtained an intern registration number must submit one of the following: a copy of the school's BBS Program Certificate -OR- a letter from their graduate program indicating degree program and date of degree completion (or anticipated date). The school should verify that the program meets the educational requirement for MFT, MSW, or PCC licensure if the degree program is not titled MFT, MSW, or PCC. Commencement of employment will not occur until the degree has posted. A copy of transcript is required upon appointment.

    Licensed Clinical Therapist
    Applicants must meet both of the following
    License: Must be licensed in the State of California as a Marriage and Family Therapist (LMFT), Clinical Social Worker (LCSW), or Professional Clinical Counselor (LPCC). Applicants must indicate license number and expiration date on the Supplemental Questionnaire. A copy of license is required upon appointment. LPCC Applicants: Must have completed six (6) semester (9 quarter) units specifically focused on the theory and application of marriage and family therapy -OR- a named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family, and child counseling; or couple and family therapy. A copy of a transcript showing the required coursework or named specialty must be submitted with the application in order to be considered for the position.
    -AND-
    Five hundred (500) hours or more of documented supervised experience working directly with couples, families or children. A copy of the supervision agreement and the BBS hours verification form should be submitted with the application in order to be considered for this position.

    Desired Qualifications

    Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish, Tagalog and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.

    Experience in one or more of the following areas is highly desirable, however, not required:
    • Government or private inpatient, psychiatric hospital or behavioral health clinics/programs/contract agencies, serving persistently mentally ill clients and older adults.
    • Experience in a crisis intervention/brief therapy setting with severely mentally ill older adults.
    • Experience in quality assurance or utilization review activities.
    • Experience with managed care or insurance plans, such as, but not limited to, Kaiser, Inland Empire Health Plan (IEHP) or Molina Healthcare.
    • Experience with performing clinical screening/assessment duties in a call center environment, including screening and resource referrals to care.
    • Experience with grievances, beneficiary rights and consumer complaints investigations and resolution.
    • Experience with intensive care coordination with physical health care providers for severely persistently mentally ill clients and older adults.
    • Experience with case management for individuals with severe and persistent mental illness.
    • Experience in transitional care coordination between inpatient and outpatient levels of care for medical complexity or severely persistently mentally ill older adults.
