    DEFINITION:
    Under the general direction of a nurse manager, supervises nursing and other personnel in the provision of nursing services at the individual, family, community, and systems level.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class are characterized chiefly by assignment as first level supervisors of a group of public health nursing and other personnel in the provision of generalized and specialized nursing services. Under the direction of a nurse manager and within established professional and agency standards, regulations, and guidelines, Public Health Nursing Supervisors have responsibility for implementing and maintaining the nursing components of departmental public health programs, and for providing supervision and consultation to nursing and other staff. Typical assignments in this class include assisting a nurse manager in budgeting, programming, staffing, in-service training, and other activities in connection with the administration of a departmental public health program. Positions in this class may be designated to direct overall program nursing services in the absence of the nurse manager.

    Essential Job Functions

    • Trains, instructs, and evaluates the performance of staff and makes work assignments.
    • Effectively communicates program, administrative, and technical nursing direction to subordinate staff.
    • Counsels subordinates concerning day-to-day job performance, related work problems, interpersonal relationships, and other matters that may affect staff morale or the quality of nursing services.
    • Determines workloads and priorities and assigns individual nursing personnel to clinics and other services as well as to case finding and case-management responsibilities.
    • Plans for and coordinates provision of in-service training and education to meet staff and community needs.
    • Supervises nursing personnel and other staff in the preparation and maintenance of records and reports.
    • Participates in the overall administration of population-focused nursing services in areas of budget and program planning and implementation, workload analysis and reporting, and related activities as assigned by a nurse manager.
    • Participates with the nurse manager and nursing program specialist in planning for the implementation of nursing programs.
    • Coordinates nursing services with activities of other community agencies.
    • Meets with community groups to inform residents of the programs and objectives of public health nursing services.
    • Directs the nursing service in the absence of the nurse manager.
    • Collaborates with community organizations and groups to facilitate participation of programs and services within the identified population.
    • Participates in public health emergency response as needed.


    Requirements

    SELECTION REQUIREMENTS:
    Three (3) years of *public health nursing experience, including one (1) year in a local public health or **community agency.

    A ***Master's degree from an accredited college/university in Public Health or Nursing may substitute for one (1) year of the required public health nursing experience.

    REQUIRED LICENSES:
    A license to practice as a Registered Nurse issued by the California Board of Registered Nursing. To qualify, applicants must have a current and valid license as a Professional Registered Nurse, issued by the California Board of Registered Nursing, without limitations or restrictions.
    -AND-

    A California State Public Health Nursing Certificate. To qualify, applicants must have a current California State Public Health Nurse Certificate.

    A valid California Class C Driver License or the ability to utilize and alternative method of transportation when needed to carry out job-related essential functions.
    PHYSICAL CLASS II: LIGHT
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable ambulation may be involved.

    DESIRABLE QUALIFICATIONS:
    Additional credit will be awarded to candidates that possess the following desirable qualifications:

    • ****A current certification in accordance with American Heart Association's Basic Life Support (BLS) for Healthcare Providers (CPR & AED) Program.
    • Experience beyond the Selection Requirement.

    SPECIAL REQUIREMENT INFORMATION:

    * Public Health nursing experience is comprised of assessment, nursing diagnosis, outcome identification, planning, implementation, and evaluation of generalized or specialized services that promote the well-being of the community.

    ** A community agency is a non or for profit agency that serves one or more surrounding communities to improve the overall health of individuals, families, and whole communities. They may focus on addressing a single or multiple public health issues/concerns that are affecting the communities they serve.

    ***In order to receive credit for a Master's degree or higher, you MUST include a legible copy of the official diploma, copy of official transcripts, or Official Letter from the accredited institution which shows the area of specialization and the date the degree was awarded with Registrar's signature and/or school seal with your application online at the time of filing or within fifteen (15) calendar days from application submission to hrexams@ph.lacounty.gov .

    ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).

    Foreign degrees must be evaluated for equivalency to United States accredited institutions standards by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE).     Additional Information

    EXAMINATION CONTENT:
    This examination will consist of an Evaluation of Training and Experience based upon application, desirable qualifications, and supplemental questionnaire weighted 100%.
    Candidates must achieve a passing score of 70% or higher on the examination in order to be added onto the register of eligible candidates.

    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

    ELIGIBILITY INFORMATION:

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
