    CAREER DESCRIPTION

    CLINICAL PSYCHOLOGIST I/II

    In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:

    Effective June 27, 2025 - 4.00% increase

    SALARY INFORMATION
    Clinical Psychologist I $35.78 - $48.22 Hourly
    Clinical Psychologist II $39.88 - $50.89 Hourly

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    Premium Pay

    In addition to the hourly salary, eligible applicants may receive premium pay for the items listed below:
    • Bilingual pay: Qualified employees who meet the criteria found here (page16) shall receive an additional seventy $0.70 cents per hour for all hours paid.
    • Night Shift Differential pay: Employees assigned to a night shift shall be paid a night shift differential for each hour actually worked on the assigned night shift. Pay rate is determined by assigned shift hours found here (page 13).
    • Board Certification pay: Employees assigned on a regular, full-time basis in this classification, who are Board Certified, shall receive, in addition to his or her salary, the equivalent of three hundred fifty dollars ($350) monthly.
    • Other Additional Premium Pays
      This position is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met. Applicants are encouraged to apply right away.


    HEALTH CARE AGENCY
    The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Behavioral Health Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

    CHILDREN & YOUTH BEHAVIORAL HEALTH
    HCA's Mental Health and Recovery Services (MHRS) , Children and Youth Behavioral Health (CYBH) provides a broad range of services for behaviorally, emotionally or mentally disordered children and adolescents which include evaluation, therapy, medication management, crisis intervention and collateral services to parents and families. Referral for hospitalization or residential treatment, consultation to schools and other agencies, coordination with private and public services and case management for those placed in hospitals or other 24-hour settings are also provided.

    THE OPPORTUNITY
    The Clinical Psychologist position provides a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth and their families impacted by mental illness and substance use disorders. This position will collaborate with a team of professionals, both within HCA, and with other County agencies, with whom CYBH partners to ensure comprehensive care is provided. CYBH has three (3) major areas of service: the regional outpatient clinics, the programs serving youth in the Juvenile Justice or Child Welfare systems, and 24/7 crisis services. CYBH strives to provide high quality, evidence based services in a system that addresses the specific and unique needs of the individual and their support systems. Clients served by CYBH come from a variety of cultures and diverse backgrounds.

    DESIRABLE QUALIFICATIONS
    The ideal candidate will possess a license to practice Psychology by the California Board of Psychology or be eligible to obtain a waiver from the State of California to practice psychology, pending obtaining their license. Bilingual speakers are highly desired. In order to be considered for this position, you must include your curriculum vitae and transcripts in the attachments portion of the application. In addition, the candidate must demonstrate extensive knowledge and experience in the following areas below:

    Professional and Technical Expertise
    • Conducting and administering psychological tests and assessments
    • Conducting screenings and gathering, evaluating, and interpreting psychological testing data to diagnose and treat individuals living with mental illness and/or substance use disorders
    • Applying latest trends and evidence-based psychological treatment and assessment protocols for mental health and substance use disorders
    • Assessing for safety risks, identifying trauma reactivity, and de-escalating high risk behaviors
    • Working with children, youth, transitional age youth and families
    • Presenting new knowledge and trainings to team and collaborative partners consistent with clinical work and client care
    • Proficiency with Microsoft Excel, Word, PowerPoint and Outlook

    Building and Maintaing Relationships
    • Identifying and providing linkage and appropriate resources to individuals
    • Collaborating with community partners to ensure timely care for those with immediate needs
    Writing | Oral Communication
    • Documenting services provided to participants compliant with the California Department of Health Care Services (DHCS) requirements (standards) for Medi-Cal billing and reimbursement
    • Communicating accurately and adeptly communicating sensitive matters
    • Presenting ideas and complex material clearly, concisely, logically, and persuasively both in person and in writing

    PHYSICAL & MENTAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS:
    Physical and Mental Requirements
    Light physical requirements. Highest level of mental aptitude required to perform complex tasks including the medical assessment, diagnosis, and treatment of behavioral health clients. Must be able to interact with and communicate with clients, other behavioral health professionals, office support staff, law enforcement staff, community partners (other physicians, community agency workers) on a continual basis. Must be able to analyze complex medical, psychological, and social situations, perform calculations germane to medical practice, analyze laboratory and other medical test results, and make treatment decisions in both routine and urgent/emergency psychiatric situations. Must be able to make decisions about the treatment of clients and direct clinic activities, including, on a regular basis, and in circumstances involving an agitated, distraught, suicidal, violent or threatening client and to model calm and effective care to the entire professional and support staff.

    Environmental Conditions
    Ability to work in a community or correctional setting, as specified for the position. May be subjected to patients with a communicable disease and potentially hostile, violent or physically aggressive patients. May be required to travel to community areas that are potentially high crime.
    Recruitment Process
